Deputy Labour Minister Drive Integrated Plan to Develop Manpower for S-Curve Industries

          On April 9, 2021, Deputy Labour Minister Prof. Narumol Pinyosinwat chaired the Subcommittee Meeting on Labour and Coordination of Occupational Training in S-Curve Target Industries No. 2/2021. The meeting considered the guidelines for developing the country’s manpower development plan to support the S-curve target industries. Advisor to the Deputy Labour Minister M.L. Puntarik Smiti and the working group attended the meeting at Pakorn Angsusingh meeting room, 10th floor, Department of Skill Development.

          Prof. Narumon said that from the National Vocational Training Coordination Committee Meeting No. 1/2020 on October 1, 2021, the committee approved the workforce development plan in the target industries. The Department of Skill Development (DSD) has compiled work plans and projects related to manpower development in the S-curve target industries. It contains information on work plans and projects of the Ministry of Agriculture and Cooperatives, Ministry of Education, Ministry of Social Development and Human Security, the Department of Industrial Promotion, the Thailand Professional Qualification Institute (Public Organization), and the Department of Skill Development totaling 160 projects. They consist of the modern automobile industry, the aviation and logistics industry, the intelligent electronics industry, the tourism industry for high-income groups and health tourism, the digital industry, the industrial robotics industry, the food processing industry, the agriculture and biotechnology, biofuels, and biochemicals industries, the integrated medical industry, and the people development and education industry, to be in line with the development of workers in the 12 target industries with full efficiency.

          Data on each agency’s operations show that the goal is to develop a workforce of approximately 890,000 people, covering estimates for the need for new workers in the workplace in the Eastern Special Development Zone from 2019 – 2023, for a total of more than 475,000 people. For example, the aviation and logistics industry requires over 142,000 workers, the digital industry required over 116,000 workers and the electronics industry requires over 58,000 workers. This plan has made it possible to visualize the labour demand of 12 target S-curve industries to proactively plan the development of a workforce force via reskill and upskill.

          “The plan to develop manpower in the target industries requires the integration and collaboration with relevant agencies across the country. There is an emphasis on skills development for work to meet the industrial sector’s needs and future occupations. The manpower development plan framework will be taken to the National Vocational Training Coordination Committee for consideration to accelerate further action,” concluded the Deputy Labour Minister.
