Deputy Labour Minister Reiterates a Quality Workforce is Core to a Sustainable Economy

          The Deputy Labour Minister said that a quality skilled workforce is a key factor for sustainability in the economy towards national development.

          On September 16, 2020, Deputy Labour Minister Prof. Narumon Pinyosinwat joined the High-level Ministerial Conference on Human Resources Development for the Changing World of Work via video conference at Prasong Rananant Meeting Room, 5th floor, Ministry of Labour. Secretary-General of ASEAN Secretariat HE Dato Lim Jock Hoi, Director-General of the ILO Guy Ryder, Honourable Chair of the ALMM and Chair of the ASED, Honourable Ambassadors from ASEAN member states also attended the meeting.

          Prof. Narumon said that from the Covid-19 pandemic, including changes caused by technology, these had impacted the workforce and employment. This has made the issue of human resource development very important. Another important aspect for the government is implementing the 20-year National Strategy, which aims to develop human resources through lifelong learning. Since the workforce is a key factor for sustainability in the economy, the Ministry of Labour by the Department of Skill Development (DSD) has appointed the National Labour Development and Coordination Committee (NACC) responsible for setting policies and providing guidance on skill training. The committee consists of representatives from the public and private sectors.

          The Deputy Labour Minister added that the Ministry of Labour had established the Labour Skill Development Promotion Act 2002 to support the private sector in organizing training courses for their employees. Organizations will receive benefits such as tax deductions and access to the skill development fund. In addition, the Ministry of Labour is scheduled to organize the Job Expo Thailand 2020 at the end of September 2020 for recruitment in many position vacancies, to host skill development demonstrations, and promote employment of young people who have recently graduated during the Covid-19 pandemic. The work is a collaboration between the public and private sectors and is an example of public-to-private support for developing human resources at the national level.

          “The adoption of the Plan for the ASEAN Declaration on Human Resource Development for a Changing World by the leaders of the 36th ASEAN Summit in June 2020, will be a key mechanism for the initiation of the implementation of the Action Plan. With upcoming changes, the 2030 action plan will give ASEAN members enough time to prepare human resources for future success. This is believed to eventually lead to the country’s sustainable development, allow it to meet the needs of the ASEAN labour market, and forecast workforce skills in the future. It is hoped that the public, private and tripartite sectors will be able to take advantage of the operational guidelines and work efficiently no matter what situation arises,” concluded the Deputy Labour Minister.
