On January 7, 2021, at 10.00 hours, Deputy Prime Minister General Prawit Wongsuwan chaired the conference of the National Vocational Training Coordination Committee (NVTCC) No.1/2020 at Meeting Room 301, 3rd Floor, Command Building 1, Government House. Labour Minister Mr. Suchart Chomklin was vice-chairperson of the meeting. Deputy Labour Minister Prof. Narumon Pinyosinwat also joined the conference along with relevant government officials and private agencies. The Department of Skill Development was the secretariat.
General Prawit said that the policy to unite Thailand and create a nation is a country development approach where the government aims to open up opportunities and join forces from all sectors and all levels of society to come together to plan and drive the nation through the Covid-19 and economic crisis that hit the people. The government foresees the direction of labour development during this period and therefore adopts the National Vocational Training Coordination Committee’s operational mechanisms with relevant departments’ elements. The efforts jointly integrate and plan the development of the country’s workforce following the government’s policies, National Strategy and National Economic and Social Development Plan, for the unity of labour development. The efforts aim to reduce redundancies and promote resource sharing to provide workers with knowledge and skills that meet the labor market’s needs. It also aims to enable Thai workers to create jobs, careers and drive the Thai economy and society under a new way of life and technology.
The meeting acknowledged the meeting minutes to discuss the approaches to developing manpower to support target industries (S-curve). The meeting jointly considered the draft regulations of the Office of the Prime Minister on National Vocational Training Coordination BE… .., the draft order of appointment of the Provincial Vocational Training Coordination Subcommittee, the draft order to appoint a Vocational Training Coordination Subcommittee for S-curve target industries, the draft order for a Subcommittee on Skill Development for Persons with Disabilities to Support Occupation and a draft order appointing a Skill Development Subcommittee for State Welfare Cardholder. The meeting also discussed promoting companies and government agencies to implement Section 35 of the Persons with Disabilities Empowerment Act B.E. 2550 and the amendment (No. 2) B.E. 2556 and the preparation of the country’s manpower development plan to support S-curve target industries and basic industries in 2021 – 2022.
General Prawit asked the Ministry of Labour to arrange for integration and joint development for the country’s workforce, between various departments, including those in education, government, and industrial sectors through the driving mechanisms of various subcommittees under the supervision of the National Vocational Training Coordination Committee (NVTCC) to provide the country’s manpower development and align in the same direction.
