Labour Minister Observices Elderly Care Training Course to Support Business in the Aging Society

          On January 26, 2023, the Labour Minister, Mr. Suchart Chomklin, visited Chian Rai to observe the 420-hour pre-employment training course on elderly care. Assistant Dean of the Faculty of Health Science Technology, Prince Chulabhorn College of Medical Sciences, Chulabhorn Royal College, Dr. Udom Suwanphim, the Deputy Permanent Secretary of Labour and Acting Director-General of the Department of Skill Development, Ms. Bubpha Rueangsud, the Ministry of Labour’s executives, heads of government agencies under the Ministry of Labour in Chiang Rai, and training participants gave a welcome at the Mae Chan District Community Enterprise Training Center (Pa Tueng), Chiang Rai Lan La Economy, Pa Tueng Subdistrict, Mae Chan District, Chiang Rai Province.
          Mr. Suchart said that today, he and his delegation traveled to Chiang Rai to observe the pre-employment training course on elderly care. The training is in line with the government’s policy under the leadership of the Prime Minister and Minister of Defence, General Prayuth Chan-ocha, who gives importance to developing working skills to promote Thai people’s employment. Policies also focus on developing the workforce’s potential to use skills to work both domestically and internationally. Therefore, the Ministry of Labour assigned the Department of Skill Development’s Chiang Rai Institute for Skill Development 20 to operate the training following the project to develop the potential of personnel and entrepreneurs in the tourism industry. It aims to support and promote the creation of worker skills to meet standards and to develop personnel or workers who provide elderly care services to have more skills in preparation before starting work. It is an initiative that supports Thailand to step into an aging society and many other countries where the population structure is changing the same way. As a result, the labour market, domestically and internationally, demands more people with knowledge of elderly care.
          The Deputy Permanent Secretary of Labour and Acting Director-General of the Department of Skill Development, Ms. Bubpha Rueangsud, said that the Chiang Rai Institute for Skill Development 20 worked with the School of Innovation in Hospital Management, Faculty of Health Science Technology, Prince Chulabhorn College of Medical Sciences, Chulabhorn Royal College. The training was certified to be conducted off-site by the Department of Health Service Support. There were 26 trainees, members of Mae Chan District Community Enterprise (Pa Tueng), Chiang Rai Lan La Economy. The training took place from January 16, 2022, to May 8, 2023. After completing the training, they will attend an internship at four workplaces: the Lampang Cancer Center Hospital, the Social Welfare Development Center for the Elderly, Vansantvoord Hospital, Muang District, and Vejcharak Hospital, Ko Kha District, Lampang Province. As for the Department of Skill Development, it will provide some training equipment, such as massage cushions. And during the training, it will offer English skill development courses for massage staff. This is a 30-hour course for participants to be able to communicate basic English in providing services to senior citizens abroad. It will conduct the national skill standard assessment for elderly care at level 1 proficiency. Those who have passed the national labour skill standard assessment for elderly care at level 1 proficiency, following the wage rate announcement no. 11 on skill standards, will receive wages according to skill standards for no less than 500 Baht per day.
          Assistant Dean of the Faculty of Health Science Technology, Prince Chulabhorn College of Medical Sciences, Chulabhorn Royal College, Dr. Udom Suwanphim, added that developing trainees to have a volunteer service spirit, elevating their skills and craftsmanship to higher international standards will help business operators to be confident in the potential of their workforce. Trainees will receive a career certificate from the School of Innovation in Hospital Management, Faculty of Health Science Technology, Prince Chulabhorn College of Medical Sciences, Chulabhorn Royal College, and the Department of Health Service Support. In addition, they will get a certificate of national skill standards at level 1 proficiency for elderly care. The Faculty of Health Science Technology, Prince Chulabhorn College of Medical Sciences, Chulabhorn Royal College, will join the Department of Skill Development to establish the National Skill Testing Center to enhance workers’ skills in the future.
