Permanent Secretary of Labour M.L. Puntrik Smiti joined the productivity seminar on “The Last Choice for Thailand’s Future”, under the topic “The New Model on Workforce Productivity” which took place at the Grand Mercure Fortune Hotel on Rama 9 road, on 25 January 2017.
In her speech, she said that workforce productivity is the most important agenda requiring close collaboration. She explained that there are currently 38 million workers in the Thai workforce, thus the Ministry of Labour has set directions for the nation to move towards a “Brain Power” phase within 20 years. The Permanent Secretary of Labour added that in escaping the middle income gap, the workforce would need to improve its power, possess the necessary skills (science, technology, engineering and mathematics) and cover all industries such as services, agriculture and other businesses.
The Ministry of Labour’s projects on boosting workforce productivity has involved collaboration with skills development industries to support adaptation to technology in the Thailand 4.0 era comprising: 1) Workforce productivity improvement using curriculums to help SME businesses adapt and study processes. Training can be reimbursed from the skills development fund. The Ministry is prepared to design curriculums to suit each industry group in improving workforce productivity 2) Train according to criteria set for tax exemption 3) Become multi-skilled and adapt to new technologies 4) Skill standard assessments and development must have a clear direction and development framework, promoting knowledge, skills and attitude 5) Set specific standards on workplace safety to promote industries to set specific standards. At present, leading industries have set targeted standards on recruitment selection and conduct their own training, supported by the skills development fund 6) In the event that companies are unable to join workforce productivity projects, companies may improve production by designing the necessary processes with the Department of Skills Development, or gather funding from the skills development fund with an interest rate of 3 percent and 7) Improve workforce productivity in some work processes.
The seminar provided a stage on collaboration from both the private and public sector comprising relevant institutes and organizations, which are all important to promoting workforce productivity. The stage was a space for experts on productivity to brainstorm, share ideas and acknowledge labour market needs. It was also an opportunity to exchange knowledge which will benefit businesses’ strategic decisions, particularly on workforce development.
