          Mrs.Petcharat Sinauy, Deputy Permanent Secretary, Ministry of Labor As the spokesman of the Ministry of Labor revealed that the Cabinet meeting on May 1 approved the principle (draft) the Prevention and Suppression of forced labor to submit to the Office of the Council of State for consideration and approval by the Office of the National Economic and Social Development Board for consideration. Then submit to the Coordinating Committee of the National Legislative Assembly. The proposed legislative bill on this issue to the National Legislative Assembly prior to the 2014 Protocol Provision, the Supplement to the Convention 29 Forced Labor 1930.
          Mrs. Petcharat further stated that the essence of the bill consists of 1) defining the nature of forced labor, which means “whoever forces another person to work or service without voluntarily giving himself or herself a third person by intimidation threatening to wrongfully punish use a force majeure to seize the identity of the person. The debt burden of the person or other person is a liability or by any other means that would not allow the person to resist or not voluntarily to do it themselves. If the act is not a trafficking offense, the offender shall be deemed to have committed the offense of forced labor. “2) The establishment of a fund for the prevention and suppression of forced labor to assist and remedy the victims of forced labor or to help victims of forced labor offshore to return to their kingdom or residence. 3) There are also two committees: the Committee for the Prevention and Suppression of the Labor Force has the power to formulate policies and strategies and measures to prevent and suppress forced labor and the Committee for the Prevention and Suppression of Labor Force. There is a duty to supervise the management track operations 4) Set measures to help and protect the welfare of the injured person from forced labor, such as the provision of temporary shelters; and 5) Define punitive measures.
