The Ministry of Labour’s Spokesperson, Mr. Phumiphat Mueanchan, said that the Labour Minister, Mr. Phiphat Ratchakitprakarn, supports the training of Teacher B or independent labour networks at the village/community level nationwide. The project aims to improve the quality of life of informal workers through community networks through the registration of informal workers. The Ministry of Labour has implemented the project from June to August 2024 in all provinces, providing knowledge about the benefits of the people according to the draft Act on the Promotion of Quality of Life and Protection of Informal Labour B.E. .. and the use of the independent worker registration system to Bangkok labour volunteers, village headsmen, assistant village headsmen, subdistrict doctors, and regional village headsmen, totaling 75,249 people. After the training is complete, all teachers will go to the area to invite people to register as independent workers through the Ministry of Labour’s application, with a target of one teacher for every 120 people, with an expected 9,029,880 people registering in the first year.
The Ministry of Labour’s Spokesperson said that the Ministry of Labour is currently proposing the draft Quality of Life Development Act to the Cabinet. It is an essential policy of the Labour Minister to improve the quality of life of over 20 million independent workers, whether they are farmers, general contractors, vendors, artists, YouTubers, influencers, or riders; this makes up a large population of workers in the country. However, such workers currently do not have the status of employees under labour law, so they cannot access fundamental rights at work. This law will help independent workers have social security and safety at work and be able to form groups to protect their rights. Importantly, all independent workers will have the opportunity to register so that government agencies will have a database to set policies, plans, and budgets to provide assistance and relief more precisely, as well as provide appropriate welfare for independent workers.
“We will bring as many independent workers into the system as possible for comprehensive care. Trained teachers will use various channels, such as public relations via loudspeakers, going to houses, holding village/community meetings, using volunteer networks/labour graduates, and networks of other agencies, including social media and other media, to invite people to register. Previously, the Ministry of Labour organized training for Teacher A or provincial-level model teachers. Provincial labour officers, heads of provincial government departments, village headmen, group leaders, independent labour organizations, volunteers, and labour graduates, totaling 234 people, will act as front-line lecturers to share knowledge with Teacher B,” said Mr. Phumipat.
