August 13, 2026 – Mr. Julapun Amornvivat, Minister of Labour, and Mr. Phonphir Suwanchawee, Deputy Minister of Interior, served as witnesses at the signing ceremony of the Memorandum of Understanding on Cooperation in Electrician Skill Development between the Department of Skill Development, represented by Mr. Samat Pattamasukon, Director-General of the Department of Skills Development, and the Provincial Electricity Authority (PEA), represented by Dr. Mongkol Trikitjannond, Governor of the Provincial Electricity Authority, under the “1 Village, 1 Electrician” project. Executives from the Ministry of Labour, the Ministry of Interior, the Department of Skill Development, and the Provincial Electricity Authority also attended as honoured guests in the Lobby, Building 4, Provincial Electricity Authority Head Office.
Mr. Julapun Amornvivat, Minister of Labour, said that Thailand is currently moving towards a green economy and the use of clean energy, particularly solar energy, which is playing an increasingly significant role in households, businesses, and industry. This has led to a growing demand for electricians and solar cell installation technicians who meet recognised standards. Developing a workforce with the correct skills, conducted safely and in accordance with skill standards, is therefore an important mission of the Ministry of Labour, through the Department of Skill Development. This collaboration combines the strengths of the Department of Skill Development with the PEA’s expertise in electrical systems and energy infrastructure to jointly develop curricula, knowledge, training standards, and facilitate the transfer of modern technology to Thai workers through the “1 Sub-district, 1 Electrician” project. From 2017 to 2025, the two agencies jointly delivered the Community Electrical Wiring Technician training curriculum, training a total of 8,385 graduates. For 2026, the plan is to implement the “1 Village, 1 Electrician” project between September and December 2026, covering 75,668 villages nationwide, with an overall target of 3,700 people. This will include skills upgrading training in the Community Electrical Wiring Technician specialisation for 900 village electricians interested in attending training, at Skill Development Institutes and Offices across 36 provinces, as well as the development of 2,800 solar cell installation technicians, comprising 800 people trained in a Solar Cell Installation and Work at Height curriculum across 17 provinces, and 2,000 people sitting the National Skill Standard Test in Solar Cell Installation, Level 1, across 74 provinces. Additionally, those who have completed skills development training are also encouraged to undertake online training through the “Q-Chang” application to build their careers, increase job opportunities, generate income, and connect community technicians to employment opportunities.
