Today (March 27, 2019), Labour Minister H.E. Police General Adul Sangsingkeo and Japanese Minister of Health, Labour and Welfare Mrs. Emiko Takagai, witnessed the signing of the Memorandum of Cooperation on the Technical Training Program between Director of the Department of Employment Mrs. Petcharat Sinauy and Director of the Department of Human Resources Mr. Yoshimoto Akiko. The occasion took place at the Ministry of Health, Labour and Welfare in Tokyo, Japan, whereby the Ministry of Justice and Ministry of Foreign Affairs had signed this MOC before already.

Labour Minister, H.E. Police General Adul Sangsingkeo spoke about the signing of this MOC and that in the past, the deployment of Thai trainees to Japan was conducted under the legal framework of both countries and in 2016, Japan changed the law for accepting foreign technical trainees. The Government of Japan therefore proposed to sign the MOC with the Thai government, with the objective of increasing the efficiency of foreign trainee protection and have quality assurance on organizations sending trainees to Japan to ensure the charges are not too high, for the transfer of technical skills to flow from Japan to Thailand appropriately and smoothly through a technical training program, and to support international cooperation. The Ministry of Labour must check and ensure operations of the private organizations deploying the trainees are following the standards set by Japan, whereby this MOC will enable Thai workers to be protected and not be exploited.
