MOL Trains Personnel on Driving Policies on Informal Labour, Elderly Workers and Workers with Disabilities at Local Level

            The Ministry of Labour organized a seminar to increase the efficiency of the management of informal labour, elderly workers, and workers with disabilities within provincial labour offices for the 2020 fiscal year. The event aimed to review the understanding of guidelines and develop the capacity of provincial office personnel.

            On December 13, 2019, 11.00 hours, Permanent Secretary of Labour Mr. Suthi Sukosol presided over the seminar to increase the efficiency of the management of informal labour, elderly workers, and people with disabilities within provincial labour offices for the 2020 fiscal year. The event took place at Vibhavadi V.2 Room, 4th floor, Princeton Park Suites Hotel, Bangkok. He said that the Ministry of Labour is assigned as the central unit in the operations for promotion, protection, and development of informal workers, which is the largest workforce population in the country. Initiatives are operated under the Management of Informal Labour Action Plan 2017 – 2021 approved by the National Informal Labour Management Committee, which the Prime Minister chaired on July 5, 2017. Furthermore, Labour Minister M.R. Chatumongol Sonakul gave policies to the heads of government agencies under the Ministry of Labour on September 24, 2019. Key strategies relate to the management of informal labor or independent workers, such as focusing on the development of the social security system and benefits, including promoting health protection to guarantee stability and a better quality of life for both formal and informal workers. Policies also aim to expand the network integration to promote, protect and develop informal or independent labour skills to earn a career with social security and workplace safety, as well as establishing a minimum standard suitable for working conditions, enabling protection, welfare, and benefits equal to formal workers. The policies will promote a better life and increasing the work potential of labour volunteers and graduates to be an essential regional mechanism for driving public services in labour that is accessible to both formal and informal workers in the area, both domestically and internationally.

            Mr. Suthi added that driving the informal labour management policy to success and to achieve goals following the national strategy and government policies, will require management mechanisms at the national or policy level, and the area or provincial level to promote, protect and develop informal workers in the area, in line with the current situation. It also required mechanisms to drive or monitor effective operations. Another vital component is to develop and build informal labour networks in the public sector, including departments and organizations, to promote integration and participation, having a role to drive informal labour operations and the management of informal labour, elderly workers and workers with disabilities within the area to be efficient, sustainable and practical, to achieve the objectives following the specified policies and strategies.

            This seminar’s objective is to review the understanding of the operational guidelines and develop the capacity of the provincial office personnel, as well as exchange experiences, problems, obstacles, and suggestions in the management of informal labour, elderly workers, and workers with disabilities in the area. The target group consists of 110 staff members from the Office of the Permanent Secretary, Ministry of Labour, 34 people in the central region, and 76 people in the provinces. Participants will gain knowledge and understanding on how to drive management for informal labour, elderly workers and workers with disabilities, under the Management of Informal Labour Action Plan 2017 – 2021 at the local level, and able to drive operations according to the informal labour management policy at the local level to achieve concrete results.
