The Labour Minister visited Chonburi to follow up on the progress of the Eastern Economic Corridor Labour Administration Center which will provide employment services, workforce development, labour protection and social security benefits to support the special economic zone and the growth of industries in the EEC area. The center is scheduled to open on January 17 officially.
On January 9, 2019, Labour Minister, H.E. Police General Adul Sangsingkeo visited Chonburi and chaired the meeting to follow up the progress of the establishment of the EEC Labour Administration Center after the place was renovated, such as painting and changing the building nameplate. The meeting took place at the Chonburi Skill Development Institute 3, located at No. 145, Nong Mai Daeng, Mueang, Chonburi. This center will officially be opened for service on January 17, whereby Deputy Prime Minister and Minister of Defense General Prawit Wongsuwan will preside over the opening ceremony. The center will provide employment and workforce development services, supporting the growth of industries in the EEC area by managing labour information within the region, offering job applicants and employers/business establishments information and coordinating cooperation in specific labour practices with the Office of the Eastern Economic Corridor Policy Committee (EECO).
Pol.Gen. Adul said that the EEC Labour Administration Center would have a short-term operation plan to provide employment services, workforce development, labor protection and social security benefits, supporting the EEC region. This includes: 1) Integrate meetings to drive the center with the government and private sectors 2) Provide employment and skill development services for organizations 3) Accelerate training among establishments with 100 employees or more to self-train to upgrade their skills 4) Provide career guidance for students who graduated in 2018 to adjust to the employment system 5) Provide knowledge on labour protection and workplace safety according to labour law 6) Provide advice on benefits, social security and the social security fund 7) Provide registration of insurers 8) Take applications for compensation benefits through TDM kiosks 9) Check and issue work permits 10) Prepare labour demand data 11) Create awareness on locations, missions and integrations via the website, social media, media and billboards.
Chonburi province has 490 establishments, 2,139 roles and 6,132 vacancies; there are 457 establishments, 2,071 roles with 5,504 filled positions. Rayong province has 238 establishments, 850 roles and 4,731 vacancies; there are 85 establishments, 251 roles with 2,690 filled positions. Chachoengsao province has 338 establishments, 1,059 roles and 4,733 vacancies; there are 212 establishments, 449 roles with 1,797 filled positions.
The medium-term plan of 1-5 years has the goal of recruiting workers into the EEC’s basic projects by surveying labour needs from bidders. It will link application data to the EEC management system, create a career guidance process and work values from student at the secondary level. The center aims to form a skills training network with educational institutions and the private sector, preparing curriculums to develop skills following needs and necessary infrastructure. The center will also check, and issue work permits digitally. In the long term of 5-10 years, its goal is to procure workers for the EEC’s main projects by linking demand and supply data with a comprehensive digital system, comprising a convenient matching system via online channels that allow job seekers to search for jobs on their own. It will also support services among disadvantaged groups, coordinate professional guidance to prepare entrance into the 10 targeted industries, with courses to develop skills according to the needs of targeted industries. There will also be a reskill and employment system to support changes in the labour market and career changes.
