“Pol.Gen. Adul” Visits Pak Nam Pho to Drive 2019 Labour Policies Based on 13 + 4 + 7 Formula

           The Labour Minister presented policies and directions for operations in 2019 to the head of government agencies in Phichit, Kamphaengphet, Uthaithani, Chainat and Nakhon Sawan, emphasizing the 3A policy based on the 13 + 4 + 7 formula. 

 

 

           On October 21, 2018, Labour Minister H.E. Police General Adul Sangsingkeo chaired the meeting where he presented policies and directions for operations in 2019 to the head of government agencies in Phichit, Kamphaengphet, Uthaithani, Chainat and Nakhon Sawan in meeting room 501 on the 5th floor of the Nakhon Sawan City Hall. He said that the Ministry of Labour’s drive would need to be united by its policies in 2019, consisting of 13 agenda based policies: 1) Raise skill standards among workers to be quality workers 2) Develop skills in accordance with national labour standards to support 10 target industries in the EEC area 3) Promote employment and improve the quality of life of the elderly and encourage people with disabilities to work 4) Promote Thai workers to travel to work overseas the right way 5) Prevent and solve the problem of Thai workers being deceived and smuggled to work abroad 6) Manage foreign workers according to the MOU to investigate and expedite the work of foreign workers legally 7) Systematically resolve labour shortages 8) Encourage youth employment and develop skills among inmates 9) Enhance prevention and resolution of forced labour and human trafficking 10) Boost intensity on prevention and resolution of worst forms of child labour 11) Drive the Safety Thailand policy 12) Develop and improve benefits and social security towards ILO 102 13) Expand the integration of network partners in promoting the protection and development of informal workers.
           Pol.Gen. Adul continued to explain the 4 area based policies including: 1) Provincial labour officers regionally representing the ministry in driving policies within the region in unity 2) Provincial labour officers as host to integrate work with the Ministry of Labour’s department and network partners 3) Provincial labour officers as the main host with the Ministry of Labour’s departments to develop an action plan in the form of one plan 4) Provincial labour officers as the provincial big data center and linkage to the National Labor Information Center (NLIC) and administration based policies comprising: 1) Elevate the Ministry of Labour to meet international standards and improve the structure to match future national development 2) Develop personnel with high-performance, good personality and leadership 3) Drive the Ministry of Labour’s Operation Center (MLOC) at the department and regional level 4) Develop the National Labour Information Center (NLIC) to be the center of big data 5) Accelerate reviews and improvement of legislation and ancillary laws to address labour issues 6) Provide welfare for the Ministry of Labour’s personnel to enhance work morale 7) Form a working group to study, research or plan the future in labour development.
           Nakhon Sawan currently has 525,267 workers, an employment rate of 0.74 percent and 110,273 people insured under Section 33, 39 and 40. There are 3,558 organizations which are mostly small to medium sized and 7,327 foreign workers. A majority of workers are in the non-agricultural sector, in the retail, wholesale, manufacturing and services sector, with just over 300,000 informal workers, mostly in the agricultural sector.
