Report of employment situation from the Office of Labour Affairs in Japan

Office of Labour Affairs aboard receive the policy from Mr. Chalermchai, Minister of Labour, which aims to develop labour markets overseas as well as to take care of labor rights and strictly prevent deception problem.

    Mrs. Niyada Kuvantratai, the Direct of the Bureau of Coordination for International Cooperation, reveals the employment situation in Japan in according to the labour news letter from the Office of Labour Affairs in Japan. It is found that in June 2010, the rate of unemployment was at 5.3 percent and in July 2010, the rate of unemployment rose 0.1 percent. There were 3.44 millions people unemployed while there were 1.01 people whose employment contacts were terminated. The proportion of position vacancies to job seekers was 0.52 (there were 52 job vacancies and 100 job seekers.). Many economists see that unemployment will remain high and critical due to the decline of manufacturing and export. The slow economic recovery will affect workplaces as they will become careful for their recruitment. Meanwhile the government sector believes that the economy is recovering.

    In addition, the Office of Labour Affairs in Japan reports the news from Thailand such as the MOL assistance to the people who are affected by the political demonstration in the line with the government remedy measure and reconciliation plan in order to bring back happiness to the country. The assistance includes the set up of help centers for the people who are affected by the political demonstration, which include both employers and employees, door to door operations including electrical device, public utility, accommodation repair & maintenance which aim to help affected people in the areas, the exemption for workplaces in notified disaster areas to pay for contribution to the Skill Development Fund in 2010-2011, assistance through the Employee Support Fund, and the assistance to the insured for there medical expenses and income compensation benefits etc. This is to inform the news to Thai labours in Japan and make them relieve. In addition, the Office of Labour Affairs in Japan retaliate the importance for job-seekers who want to travel and work overseas to do it in according to the laws in order to prevent the deception problem where labours are deceived to work aboard.

Ministry of Labour has the policy to suppress this problem. At present there are 5 ways for job-seekers to travel to work overseas.

1)    The arrangement by the government: an employer or the authority of the country of destination gives the power to the Department of Employment to undertake the recruitment and labours arrangement.   
2)    The arrangement by the recruitment company: a recruitment company which is allowed to send labours to work overseas has to be registered with the employment registrar (Director General of the Department of Employment).
3)    Private arrangement: a job-seeker privately contacts with the oversea employer or a worker who is given a contract extension after his contract is expired. If he has to go back to work after he comes back to Thailand for a holiday, he will have to notify to the Department of Employment 15 days before the date of travel.
4)    The arrangement by Thai employers: a Thai employer that has company’s branches overseas or win an auction overseas will have to ask for permission of the Department of Employment for employment arrangement before he sends his employees to work aboard.
5)    The arrangement of Thai employers to send employees for trainings overseas: in the case where the training last less than 45 days, an employers has to notify the travel to the Department of Employment by sending the under 45 days overseas training arrangement certificate (จง. 46 form) to the Department.
