            On October 18, 2018, Labour Minister H.E. Police General Adul Sangsingkeo welcomed university representatives led by Assoc. Prof. Sarawut Suthamasana, Vice President of the Faculty of Public Health in Thailand, and Chairman of the Board of Health Sciences from Sukhothai Thammathirat Open University, at the Labour Minister’s room on the 6th floor of the Ministry of Labour. The meeting discussed the drafting of ministerial regulations to assign safety officers within workplaces, among personnel, units or committee to carry out safety operations within workplaces B.E…..
            Police General Adul assigned Police General Amnat  Unardngam, Assistant to the Minister at the Ministry of Labour to preside over the drafting of the ministerial regulation to assign safety officers within workplaces, among personnel, units or committee to carry out safety operations within workplaces B.E…. The discussion talked about the qualification of safety officers, about Article 13 (4) in the draft of the ministerial regulations, which provides opportunities to any graduates to be safety officers, without the necessity to graduate from a health and safety curriculum. Thus, all universities providing the curriculum were prepared to object to the specified content.
            From the discussions with 42 university representatives, it was agreed that Article 13 (4) should be repealed, with the reason that: 1) Subjects/curriculums may not be concentrated and up to standard 2) The university representatives affirmed that safety officers demanded by the labour market is not scarce as each year universities produce sufficient personnel 3) It is not fair to the students studying the curriculum directly 4) There should not be 2 standards between safety officers who graduate from Health and Safety and those who come from vocational training. The proposed solution to the repeal of Article 13 (4) which will result in a shortage of safety officers in the market, was that the university would open the curriculum for further study, until students graduate from the curriculum directly.
            However, the Ministry of Labour’s Department of Labour Protection and Welfare, as the intermediary, will take the comments and advice from university representatives and discuss businesses, before meeting with university representatives again to find a common conclusion for the next opportunity.
