Labour Minister Chairs Foreign Workers’ Management Policy Committee Meeting, Approves Measures to Support Cambodian Workers and Reduce Impact on Border Businesses and Employers

Mr. Pongkawin Jungrungruangkit, Minister of Labour revealed that following the Cabinet resolution on July 1, 2025, the Ministry of Labour and the Ministry of Interior were tasked with considering relief measures for Cambodian nationals affected by the situation along the Thai-Cambodian border, allowing them to remain in the Kingdom and continue working in a manner appropriate to the current context. Thus, today (July 1, 2025), a meeting of the Foreign Workers ‘ Management Policy Committee was held to determine guidelines and measures for managing the work of the aforementioned group of foreign workers.

The committee approved the following relief measures for Cambodian workers holding Border Passes, whether valid or expired, who had been allowed to work in Thailand under Section 64 of the Royal Decree on the Management of Foreign Workers, B.E. 2560, and its amendments. These workers, whose stay permits in designated border areas have now expired, will be granted the following relief:

  1. Temporary stay in the Kingdom extended by 6 months or until the relevant border checkpoint reopens. Additionally, fines for overstaying the permitted period will be waived.
  2. Workers may apply for a work permit by submitting the required documents as specified by the Department of Employment. The application fee is 100 Baht, with a permit fee of 225 Baht, which grants the right to work for 90 days at a time. If the stay permit expires but the work permit remains valid, the worker may continue working until the work permit expires.
  3. Workers may change or add up to 3 employers within the province in which they are authorised to work.
  4. Foreign workers must report to Immigration officials every 30 days, with the first report due by July 30, 2025.
  5. Once the border situation returns to normal, foreign workers will be allowed an additional 7 days to prepare to leave the Kingdom.

These five measures will be effective from June 7, 2025, onwards.

The meeting was attended by Mr. Boonsong Thapchaiyut, Permanent Secretary of Labour, Mr. Somchai Morakotsriwan, Director-General of the Department of Employment, senior officials from the Ministry of Labour, and representatives from relevant agencies, including the Ministry of Interior, Ministry of Defence, Ministry of Public Health, National Security Council, Internal Security Operations Command (ISOC), and private sector organisations. The meeting took place in the Prof. Nikhom Chandravithun Conference Room, 5th Floor, Ministry of Labour Building.

Mr. Somchai Morakotsriwan added that following the meeting, the Department of Employment will submit the resolution to the Cabinet for further approval. The relief measures for this group of Cambodian workers will only take effect once they have been endorsed by the Cabinet and announced by both the Ministry of the Interior and the Ministry of Labour. He urged employers, business establishments, and eligible Cambodian migrant workers to follow the procedures fully within the specified timeframe.
