Ministry of Labour Clarifies Skills Development Among All Groups and Pre-Workforce Training for Youths

           The Ministry of Labour explained its policies for skill development for all groups of workers and affirmed that students must receive skills development training before entering the labour market.

 

           On October 28, 2018 Labour Minister H.E. Police General Adul Sangsingkeo spoke about Mrs. Henrietta H. Fore, Executive Director of UNICEF’s call on Thailand to urgently increase investment in youth development, after a visit to Thailand. According to the ILO’s Labour Statistics in 2017, 15 percent of youths aged between 15 to 24, or approximately 1.3 million people in Thailand, were not in the educational system, not working and did not receive any skills development. In this regard, the Ministry of Labour affirmed that such information was untrue and may lead to misunderstanding as the Ministry of Labour’s Department of Skill Development has developed skills for all target groups, including workplace labour, unemployed workers, general workers, students and those who about to enter the labour market.
           Pol.Gen. Adufurther stated that the Ministry of Labour has prepared skills, language and technology development for young people aged 15 to 24, who are new graduates and in the process of seeking employment. The ministry has provided career guidance for employment and income, and matching services between jobseekers and employers through the Employment Service Center for Thai people, through the http //:smartjob.doe.go.th website and Job box to arrange meetings with workers in schools. Integrations with educational institutions have been formed to enhance skills (up skill / re-skill) for graduates wanting to intern, to meet the needs of enterprises, within short training courses of at least 10 days. Examples include English, computer, digital technology, infographics and presentation techniques courses. In the long run, within 1-2 years, the Ministry of Labour will work with the Ministry of Education to provide career guidance to students from elementary school and tailor curriculums to meet the needs of organizations. Furthermore, the ministry plans to link databases between the public and private sector, raise awareness among students and their families to encompass the right attitude to choose between further studies or careers based on knowledge and capabilities, to be able to enter the workforce faster, create lifelong learning habits and creativity, endorse employment promotion laws, improve curriculums to meet the needs of the labour market and enhance skills, knowledge and lifelong learning.
           “I ask all workers, including those in the workplace, informal workers, unemployed workers, general workers and more importantly students who are entering the labour market, be confident that the government by the Ministry of Labour and related agencies, will strive to improve the workforces’ skills to meet the needs of the workplace, the labor market and the direction of the country’s development through mechanisms to improve labour rights protection in line with human rights principles and international standards to drive the country to stability, prosperity and sustainably, without leaving anyone behind,” said Pol.Gen. Adul.
