Ministry of Labour Evaluates its Policy Implementations

            The Ministry of Labour organized a workshop to provide feedback and recommendations to the evaluation framework for the evaluation project within the Ministry of Labour’s policies. The project aims to know the process of propelling policies to practice, obstacles in management and the study of perception, expectation, confidence and satisfaction from the people. This is expected contribute to the formation of guidelines to monitor the Ministry of Labour’s quarterly performance in the next fiscal year.

            On October 23, 2018, at 07.30 hours Deputy Permanent Secretary of Labour Pol.Maj. Romayong Surakitbunharn chaired the commencement of the workshop to provide feedback and recommendations on the evaluation framework for the evaluation project within the Ministry of Labour’s policies, which took place at the Sky Room on the 17th floor of the Baiyoke Sky Hotel, Bangkok. She said that the Ministry of Labour is an agency that plays a key role in the country’s development in terms of economy, society and stability. It has a mission to take care of the lives of both the formal and informal workers, to promote employment, knowledge, skills, opportunities and income by providing employment, vocational training, skills development, as well as protecting workers, employers and business establishments fairly, gaining access to social security benefits. She explained that Labour Minister H.E. Police General Adul Sangsingkeo had stressed policies for the 2018 fiscal year in 3 dimensions which comprised 11 urgent policies, 4 basic policies and 6 development policies, which are guidelines for carrying out the ministry’s operations. The policies emphasize monitoring and evaluation by both internal and external agencies, whereby a Ministerial Monitoring and Evaluation Committee has the duty to supervise, monitor and evaluate overall performance. An external consultant or expert is also hired to evaluate the policy effects of the Ministry of Labour and shall report to management, to provide views and suggestions beneficial to the development of the work.
            The Ministry of Labour joined with Chulalongkorn University, through the Academic Service Center, to carry out this project to evaluate the ministry’s performance, so that it can be aware of the processes propelling policies to actions, obstacles in management and the policy effects of the Ministry of Labour for the 2018 fiscal year. This includes the study of perception, expectation, confidence and satisfaction from the people which will contribute to the formation of guidelines to monitor the Ministry of Labour’s quarterly performance in the next fiscal year. The recommendations will also be utilized to improve management under the Ministry of Labour’s policy framework, concluded Pol.Maj. Romayong.
            In this workshop, the (draft) evaluation framework was presented by project leader Associate Professor Dr. Chalayaporn Amornwattana, and discussions were held to hear feedback and suggestions. There was also an opportunity for executives and staff to brainstorm and the implementation of the project to evaluate the Ministry of Labour’s performance, in line with its policies.
