MOL and MOE Signs MOU on Big Data for Manpower in EEC

             The Ministry of Labour signed an MOU on vocational education with the Ministry of Education, to connect and exchange information on big data and plan development and manpower to support targeted industries in the EEC and national development for stability, prosperity and sustainability.  

 

             On November 5, 2018, Deputy Labour Minister General Amnat Anartngarm, together with Deputy Education Minister General Surachet Chaiwong presided over the signing of the MOU on cooperation in connect and exchange information on big data plan manpower and development between the Office of Vocational Education Commission, Ministry of Education, and the Ministry of Labour. The meeting took place at the Rajavallop Conference Room, 2nd floor, Rajavallop Building, Ministry of Education. Permanent Secretary of Labour Mr. Jarin Chakkaphark and Secretary General of the Vocational Education Commission Mr. Suthep Chitayawong also signed the MOU, whereby executives from the Department of Employment, Department of Skill Development, Social Security Office and the Office of the Vocational Education Commission were witnesses on the occasion.
             The signing of the MOU today was based on the Prime Minister’s order dated April 11, 2018, which intends for the Ministry of Labour to be the main unit with the Ministry of Industry, the Office of the National Economic and Social Development Board, BOI and relevant agencies to form a current workforce database and estimate labour demand in various fields within targeted industries in the EEC, in order to mark production of each type of personnel and level to meet the needs. The Ministry of Education will be the main unit in collaboration with the Ministry of Labour, BOI and relevant agencies to provide courses for personnel development in various disciplines, to support targeted industries in the EEC, both in the regular education system for students and continuing education programs for workers wishing to develop knowledge further.
             The essence of this partnership is for the Ministry of Labour to support the registration of labour needs from businesses through a survey and publicize job vacancies, provide employment registration and insurance for students at the vocational education level, form a skills development register of vocational students, labour statistics, a standardized test plan for the workforce in the area consistent with the field of education in vocational schools and cooperate in the use of space and resources for skills training and national skills standards assessments. This also includes the development of manpower as appropriate and provision of employment services to vocational students who want to work for example.
             The Ministry of Education by the Office of the Vocational Education Commission will allow the Ministry of Labour to utilize student enrollment information and educational statistics through information systems and networks for electronic exchange of information. Information includes student enrollment, graduates, survey of employment and further education needs, manpower needs from surveys to businesses, statistics of current, graduating and graduated students, statistics of teachers and faculty members at the vocational education level, including cooperation in the use of space and resources for skills training and assessment of national skills standards, including the development of human resources as appropriate. The signing today will be another mechanism to drive the big data development strategy and to develop awareness among agencies and personnel involved to create clearer and more efficient work.
