MOL and MOF Partner on Welfare State Cards to Tackle Poverty

          The Ministry of Labour partners with the Ministry of Finance to establish measures to assist people with state welfare cards, support careers, and earn a stable income.
          On December 2, 2020, Deputy Labour Minister Prof. Narumon Pinyosinwat revealed that she had discussions with Finance Minister Mr. Akom Termpittayapaisit on ways to drive measures in the past week to improve the quality of life of workers with the state welfare card. The parties discussed guidelines for creating knowledge-building projects to create livelihoods, enhance skills, and find jobs for people with state welfare cards, both in the agricultural and non-agricultural sectors. The efforts would promote meeting the needs of the labour market, including financial and digital literacy projects, to raise people who have a state welfare card to be quality workers with stable occupations and pass the poverty line. The meeting took place at the Minister of Finances Meeting Room, 3rd floor, Office Building of the Permanent Secretary of Finance.
          The Deputy Labour Minister continued that the government under the leadership of Prime Minister General Prayuth Chan-ocha has implemented the state welfare registration program and measures to improve state welfare cardholders’ quality of life from 2017-2018. It is likely to open for registration for the state’s welfare again at the beginning of 2021. By this time, the Ministry of Labour has guidelines to be driven in collaboration with agencies such as the Ministry of Agriculture and Cooperatives, Ministry of Commerce, Ministry of Interior, Ministry of Digital Economy and Society, Ministry of Education, and the Ministry of Finance. The ministries collaborate and work together in professional training to create knowledge in finance and digital knowledge and understand and skills, teaching them “to fish” rather than giving them the fish. This also includes finding suitable jobs and markets for those who have a state welfare card, comparable to “giving them a fishing rod.” The Ministry of Labour also works with networks for financing sources such as the Small Industry Credit Guarantee Corporation (TCG) and commercial banks, to encourage such groups of people to have a stable career and escape from poverty under the concept of “create, elevate and give; uniting Thailand to build a nation.”
          “All target workgroups should have equal opportunities. In particular, vulnerable groups such as those with state welfare cards, the elderly, the disabled, and inmates. The Ministry of Labour will continue to provide full assistance and care to support people who are already employed, have more income, and the unemployed to have a job. To achieve that goal, it must begin with enhancing skills, knowledge, and ability,” concluded the Deputy Labour Minister.
