MOL Signs MOU with CU on Establishment of National Labour Research Center to Promote Workforce for Thailand 4.0

           On March 1, 2019, Labour Minister H.E. Police General Adul Sangsingkeo chaired the signing ceremony of the Memorandum of Understanding on cooperation to establish the National Labour Research Center, between the Ministry of Labour and Chulalongkorn University at Room 111, Mahachulalongkorn Building, Chulalongkorn University. The Labour Minister said that the signing of the cooperation had the objective to set up the National Labour Research Center, develop the potentials of researchers, form essential research issues, jointly conduct research and develop a large-scale labour database using big data to advance workers following the 20-year national strategy, the Thailand 4.0 policy and sustainable development goals (SDGs). The initiative also aims to develop labour database systems through research with partners both domestically and internationally to boost national competitiveness.
           Pol.Gen. Adul said that in this MOU, the Ministry of Labour would allow Chulalongkorn University to access and utilize the Ministry of Labour departments’ databases, support resources in forming research guidelines and data collection for effective policy implementation. The ministry will also jointly plan, implement and monitor results of the application of guidelines of the National Labour Research Center, support resources in the development of research in human resources and public policy, resources for communication, public relations in education, research and other relevant areas to stakeholders. Chulalongkorn University will provide academic support in determining guideline on labour research, data collection and database development, providing academic support, sharing information, research results for personnel development in promoting research on labour and relevant areas, It will also jointly plan, implement and monitor effects of the implementation of guidelines of the National Labour Research Center, provide academic support, advice and training on research in human resources and public policy. The University will also offer academic support on communications, public relations, dissemination of information and impact on education, research and relevant areas at both policy and practical levels to stakeholders, and jointly develop a curriculum to produce potential graduates.
           The signing of this MOU will provide quality labour researchers, by developing a curriculum in labour research and knowledge through online media and other channels. It will also create more researchers and promote them to answer critical policy issues such as recruitment, skill development, labour protection, welfare and social security benefits including other important strategic issues. It will also provide labour policies that promote valuable work through cooperation with the International Labor Organization and promote ASEAN cooperation, including an international seminar. The center will be a data center on labour for the nation by developing the database to become big data, using research results to provide academic and public benefits, linking all government agencies under the Ministry of Labour, and develop employees in data analysis.
           After the cooperation, there will be three pilot research projects. This includes the social security system reform in line with Thai society, promoting valuable work for the insured after retirement and extending retirement insurance to improve a better quality of life, and developing demand for data for supplying a job matching mechanism to promote decent work, supporting the future of work and skills for green jobs for example.
           “The signing of this MOU will be the beginning of academic cooperation on labour and will expand cooperation to a network of educational institutions and labour both domestically and internationally in the future. The results will be used in the planning and policy setting for a workforce with greater potential, a better quality of life and boost in competitiveness. It is also an important force in driving the country’s development to success,” concluded the Labour Minister.
