On August 20, 2020, at 09.30 hours, Permanent Secretary of Labour Mr. Suthi Sukosol assigned Inspector General of the Department of Employment and Acting Academic Labour Advisor Mrs. Napasorn Toongsooksai to chair the commencement of the workshop to create knowledge and understanding in transferring strategies to practice. She also gave a special lecture on labour missions, challenges, and goals moving forward. The occasion took place at the S Ratchada Leisure Hotel in Huay Kwang, Bangkok. She said that the Ministry of Labour has contributed to the country’s development. There are as many as 231 projects to support the nation’s success indicators in the National Strategic Plan, including five strategies and eight issues. It supports the Master Plan under the National Strategy in 16 key issues, including urgent government policy in 12 areas and the mission towards the SDGs in 17 areas. According to the TIP Report, several other indicators are involved, such as the IMD’s national competitiveness ranking indicator, or the national ranking of countries with trafficking situations.
On July 30, 2020, the Fiscal Policy Office estimated that the Thai economy in 2020 is expected to contract by 8.5 percent per year compared to 2019, with a negative 8-9 percent forecast frame. Factors that need to be closely monitored in the next phase include the Covid-19 pandemic situation, developing a vaccine to prevent Covid-19, and the relaxation of international travel measures among various countries. This shows that we still must wait two more years until the vaccine can be produced and developed to be tested in humans. At the same time, the Fiscal Policy Office predicts that the Covid-19 pandemic resolves businesses that will recover faster, including consumer products, food and drink, and related digital products. Furthermore, changing consumer behaviour to the New Normal will help support digital service businesses and e-commerce expand well. The Ministry of Finance has assessed that the Thai economy will be able to return to a 4-5% growth in 2020 and closely monitor the situation and be ready to take additional appropriate measures to promptly take care of the Thai economy when the situation changes.
Since the outbreak of Covid-19, it is undeniable that the Ministry of Labour has been an organization that appears in the news every day, whether it is news of helping workers who have been laid off both at home and abroad, national economic analysis, forecasting the future labour market, career flow and also new lifestyles. The dynamics of the world have brought dramatic changes. This year, the Ministry of Labour encountered severe labour crises like never before, propelling the ministry to become one of the top organizations in the country that faced the most significant challenges in handling public issues. These experiences will strengthen the Ministry of Labour to help it keep pace with the world. It is a small ministry that is ready to take on big jobs and bring a light of the opportunity to create value for people that the people can depend on, today and in the future.
The meeting’s objective was to educate personnel, create understanding with regards to the operating directions, and provide staff with clarity in connection with goals, values, indicators, and development guidelines that will lead to the performance that will affect the success of the organization. This will prepare employees to implement guidelines, plans, and projects to be applied appropriately. There are also guidelines for making the next plan for the Office of the Permanent Secretary of Labour. There was 120 personnel under the Permanent Secretary’s Office in both the central and regional areas who attended the meeting.
