“Pol.Gen. Adul” Presents 3A Policy Implementation Guidelines to Leaders for Second Half of 2019

            The Labour Minister presented policies to 750 executives and leaders to speed up the 3A policy to practice in local areas, ensuring employment, skilled workers, income, protection and security.

 

 

            On March 7, 2019, Labour Minister, H.E. Police General Adul Sangsingkeo gave a speech in the opening ceremony of the workshop on “supervising and monitoring the 3A policy Implementation in local areas” at the Jompol P. Pibulsongkram Meeting Room, 5th floor, Ministry of Labour. He said that last year, the Ministry of Labour drove the government’s and ministry’s policies by working together with various agencies until Thailand had clear results to show the world. Examples of Thailand’s successes include having the fourth lowest unemployment rate globally, the US advancing Thailand to Tier 2 and labeled as a country with significant advancement on resolving child labour, and the EU’s announcement on Thailand’s release of the yellow card status in IUU. The Ministry of Labour hosted the 12th ASEAN Skills Competition where Thai youths won up to 16 gold medals and received 13 medals for outstanding performance, as well as a plaque and a stamp for the standard of service from the government center, and many other awards.
            Pol.Gen. Adul said that in 2019 the Ministry of Labour will continue to drive the implementation of the 3A (13–4-7) policies until there is concrete outcomes, namely the development of skilled workers to 18,534 super workers, promoting employment for 40,223 people, providing protection to 79,754 workers, promoting legal overseas employment and pre-departure training for 17,857 workers, manage migrant workers under MOUs and check and accelerate the legal work of migrant workers for 178,576 workers, inspect 14,786 establishments comprising 149,298 migrant workers, systemic resolve labour shortages, whereby there are 3,173 migrant workers in the fishing industry. The ministry also aims to promote 4,154 young workers, promote employment and skills development for 24,504 inmates, as well as increase efficiency in preventing and solving forced labour issues and human trafficking to maintain Tier 2 ranking and surge concentration to Tier 1 by integrating labour protection within 11,252 establishments of 96,527 employees. Its goals are also to promote employment for the elderly and the disabled, develop and improve access to social security benefits towards ILO No. 102 by increasing benefits in the case of single-day surgery and long-term chronic renal failure, and promote informal workers to register as insurers under Section 40, totaling 455,704 people.
            The Labour Minister emphasized for executives and heads within the government sector to accelerate the 3A (13–4-7) policies in the next 6 months, by adjusting the Ministry of Labour’s action plan and labour management plans in the Eastern Economic Corridor (EEC), as well as increase the target on boosting labour productivity projects. He said that working towards SME 4.0 will help the efficiency of SME business operations for workers to have work, earn income, have a career, gain skills, protection and social security for a better quality of life. This can be done with integration of work to achieve concrete results in the context of each area under the 20-year national strategic framework, the National Economic and Social Development Plan No. 12 and the next country reform plan.
            This seminar followed up operations and presented guidelines to drive the 3A policy in the second half of 2019, to implement policies in the same direction for efficiency, in line with the national strategy, the 12th National Economic and Social Development Plan and the National Reform Plan. There were approximately 750 participants, including the Ministry of Labour’s senior executives and heads of government in the provincial areas, including office/division heads and related staff. Activities included delivering guidelines for driving the 3A policies for the second half of 2019 by the Labour Minister, a special lecture on “driving the national strategy of government agencies to develop Thailand in the future” by the Deputy Secretary-General of the National Economic and Social Development Council and on “the role of the workforce in supporting the new economic structure” by Dr. Amonthep Jawala, Senior Director, Research Office, CIMB Thai Bank. The event also included the presentation of reports and recommendations from the assessment of performance following the Ministry of Labour’s policies by Prof. Dr. Chalaiporn Amornwattana from the Academic Services Center, Chulalongkorn University.
