The Labour Minister commenced the training program for heads of labour offices overseas for 2019, along with a presentation on policy and guidelines. The Labour Minister asked labour ambassadors to care for Thai workers abroad with aims to raise the level of performance supporting the transition to a digital government.
On February 28, 2019, at 13.00 hours, Labour Minister, H.E. Police General Adul Sangsingkeo chaired the opening ceremony to present policies and guidelines to heads of labour offices overseas for 2019 at the Morakot Room, 3rd floor, The Emerald Hotel, Ratchadaphisek Road Bangkok. He said that in 2019, the Ministry of Labour has formed focused policies in continuation from last year under 3 pillars that are the agenda-based, area-based and administration-based policies (3A) or 13-4-7 policies. In the area of foreign affairs, there are two important urgent issues: the process of traveling to work abroad correctly and prevention of Thai workers being tricked to work in foreign countries. The process of traveling to work in a foreign country at present is following the system, however there should be a review and check of processes to ensure accuracy, the quality of work, modernization, accessibility and convenience by using technology to support operations. This will also prevent and solve problems of Thai workers being deceived and smuggled to work in foreign countries.
Pol.Gen. Adul also stressed the importance for the head of labour offices in foreign countries to support Thai workers who work abroad to adapt to changes and technological advances, have high productivity, technological skills and knowledge and capabilities of advancing technology. He also emphasized knowing to save money for financial security after retirement, owning desirable work habits such as punctuality, responsibility, discipline, teamwork, respect for different opinions and enthusiasm for work.
“I ask that the heads of the labour offices abroad work with relevant agencies to solve problems. Relationships need to be built to reach Thai workers which can be done through digital and social media for the benefit of providing knowledge, communication, warnings and deterrence both in normal and emergency situations. I ask that everyone help as a mechanism to build momentum for driving work abroad, to develop with knowledge and determination to help make the Ministry’s policy more effective and efficient,” concluded Pol.Gen. Adul.
The training for heads of foreign labor offices was held between February 26 to March 1, 2019. Participants consisted of 12 heads of labour offices abroad in the position of Minister of Counsel (on labour) in offices from Brunei, Hong Kong, Israel, Japan, Korea, Malaysia, Riyadh, Singapore, Geneva, Kaohsiung, Taipei and Abu Dhabi, along with civil servants and relevant officials. The objective was to provide policies and guidelines for labour practices in foreign countries to heads of foreign labour offices and those involved in the operations, supporting the mission of the foreign labor office. The training was also an opportunity to exchange ideas about the situation of foreign workers and performance in various areas to improve operations within the labor offices in a proactive respond to the Ministry of Labour’s policy. It is also a response to rapidly changing situations including the changing the population structure with a decreasing proportion of the working-age population and the increased aging population, advances in science and technology and the government transition policy to becoming a digital government.
