“Pol.Gen. Adul” Visits Chon Buri in Preparation of EEC Labour Administration Center to Launch Nov 16th

                The Labour Minister visited Chon Buri to check the readiness of the Labor Administration Center in the Eastern Special Development Zone, which is hoped to be a systematic and comprehensive center of employment and labour development to support industry growth in the ECC area. The center will be ready to serve employers and one stop service jobseekers, planned to officially open this November 16.

            On November 1, 2018, Labour Minister H.E. Police General Adul Sangsingkeo checked the readiness of the Labour Administration Center in the Eastern Economics Corridor (EEC Labour Administration Centre) at the Chonburi Institute of Skill Development 3, located at 145 Nong Mai Daeng, Muang, Chonburi. The center will be officially opened on November 16 as a systematic and comprehensive center for employment and labour development to support the growth of industries in the EEC. This will be done by managing labour data in the EEC are, providing services to jobseekers and employers / business establishments, collaboration in labour-intensive activities with the Office of the Eastern Economic Corridor Policy Committee (EECP).
            Pol.Gen. Adul said that the EEC Labour Administration Centre would be a one stop service center in 5 steps comprising 1) Registration and interview screening by the Department of Employment, job applications / notice of job vacancies, descriptions and qualifications 2) Career guidance and testing by the Department of Employment which will test aptitude, advise appropriate career paths and preparation to apply and interview 3) Job matching by the Department of Employment which will match the appropriate positions and send applicants to meet employers 4) Skill development by the Department of Skill Development to train skills, assess labour standards, evaluate knowledge, provide advice to companies about benefits under the Promotion of Skill Development Act, 2002 and amended versions, coordinate the development of labor development networks and 5) Protect workers and social security benefits by the Department of Labour Protection and Welfare and Social Security Office, provide knowledge on labor protection, relations, welfare, safety, occupational health and working environment, take complaints and deploy them to the right party, providing services to check rights, take applications for benefits, and consult and educate people on social insurance for instance.
For employers and companies, the center will provide visa and work permit services by the Immigration Bureau and Department of Employment. Visas and work permits will be provided to skilled administrators, specialists according to the law, BOI, the Industrial Estate Authority of Thailand and Petroleum Authority of Thailand for example. The EEC Labour Administration Centre is also a labour data management center in the EEC area that coordinates the cooperation between public, private and people sectors to analyze labour market conditions, labour demand, coordinate workforce development planning in the EEC area and provide information services to the public, private and investors in the EEC area.
At present the Eastern Economic Corridor has 37,296 establishments, 1,549,976 employees and 14,767 job vacancies as of September 2018, from 1,011 companies. The trend for labour demand in the five years from 2017 to 2021, through coordination of production and development of vocational training in the EEC for 10 target industries will be 1,770,000 people (labour market data as of October 2018). The short-term action plan aims to recruit 14,767 new workers, train and develop 582,941 existing workers, promote 6,000 skilled migrant workers and support welfare and labour protection in 2,196 companies totaling 114,300 workers. The first 6 months will focus on career guidance, job applications and matching and training for 10 targeted and advanced industries. There will be national standard skill assessments and development to support the pay standard, and encouragement for companies with 100 or more employees to provide training for a minimum 50 percent of employees by law, and continue the issuance of visas and work permits to executives, skilled workers and specialists under BOI, the IEAT and PAT. This also includes promotion of flexible welfare to improve quality of work life, proactive actions to monitor and prevent labour problems in the automotive sector, ensure that workers are protected by labour laws, registration of the insurer under Section 33, 39 and 40 whereby insurers can apply for benefits via TDM and provision of services via e-payment application, the SSO connect mobile for example.
The center’s operations in the medium term, 1-5-year period, aims to manage labour for the foundation of the EEC project, by surveying the needs of businesses through an application that connects to the EEC management system. The center aims to create a career guidance process and work values from secondary school. Furthermore, it will build a network of skills training with schools and the private sector, prepare course to meet the needs and basic foundations, whereas immigration services will be provided digitally. In the long term, 5-10 years, the goal is to supply labour to the EEC’s core projects by linking demand and supply data through a fully integrated digital system, have a matching system through online means which allows jobseekers to support themselves including the underprivileged, coordinate career guidance to prepare workers for the 10 target industries, have 10 skill-based development curriculums within the 10 target industries, and a system of reskill and employment to support the labour market and career changes.
