“Pol.Gen. Adul” Visits Elderly and Independent Workers in the North to Use Local Knowledge for Employment and Income

            The Labour Minister visited Chiang Rai to see vocational trainers promoting employment among the elderly, home and informal workers, utilizing knowledge of the local ways to encourage employment, careers, income and stability. The Labour Minister also met with heads of the integration section on driving the 3A policy to concrete action.

 

 

             On October 29, 2018, Labour Minister H.E. Police General Adul Sangsingkeo observed the work under the policy of promoting the employment among the elderly, home and informal workers at the Ban San Kong Learning Center in Mae Rai, Mae Chan, Chiang Rai. The activities promote careers among the elderly in a way that they use their time to their benefit, readiness and interest, including their individual potentials. This can be used for professional development to create employment and sustainable income, such as vocational training in Lanna handicraft and embroidery programs. There were 11 trainees in the program, whereby the number of elderly people with income expanded from embroidery to 30 people earning about 300-1,500 Baht per month per person. The Labour Minister also visited insured disabled people in Mae Chan to boost morale among the insurers.
             In the afternoon, the Labour Minister and committee observed work under the Safety Thailand program by Mae Fah Luang University and Chiang Rai Rajabhat University. The sustainable local handicraft activities for the elderly included a demonstration of the work of trained elderly people (lanterns, flags and weaved goods) and vocational training in Lanna handicraft (krathongs, candles, lanterns and flags). Activities in support of the super worker policy consisted of National Labour Standards assessments in building electronics for level 1 (practical assessment) provided to 22 students from Rajamangala University of Technology Lanna, Chiang Rai, on October 29, 2018 from a target of 500 people in 2019. For knowledge assessments, the goal in 2019 is 100 people, whereby 19 people applied for the assessment on October 29, 2018. Vocational training in making products from recycled goods was provided to 20 elderly people in Phan district, Chiang Rai, from October 26-30, 2018. Normally, members produce flags, lanterns, candle, camphor and golden pho trees, which are products of the distribution group, displayed at the handicraft community, Baan Chong Charoen which participated in the program to increase labour productivity to SME 4.0 in 2018, which has reduced losses by 89.3 percent and increased labour productivity by 37.38 percent.
             Gen. Adul then chaired the meeting where he presented policies and operational guidelines to heads of government in Chiang Rai, at the Skills Development Institute Area 20, Chiang Rai. He emphasized the work of the Ministry of Labor under focused policies (3A) in 2019, which consists of 13 agenda based policies, 4 area based policies and 7 administration based policies, whereby provincial workforces would be the main stakeholder in forming the action plan to take actions and achieve set goals. This would be done in collaboration and connection with relevant working groups, both internal and external, including local labour networks in a civil form, working together one plan to implement the ministry’s policies and goals efficiency, transparently and measurably.
             Chiang Rai currently has a workforce of 629,297 people, employed population of 626,297 and unemployed population of 2,797, equivalent to .044 percent. A total of 350 workers are seasonal, and the 4,542 organizations comprise 50,338 employees. Most of the organizations are small sized with 1-9 employees, whereby 3,412 organizations, accounting for 75 percent, have migrant workers, totaling 8,771 people.
