Labour Minister Promotes Migrant Workers’ Access to Social Security Rights in Cambodia, Laos, Myanmar, Thailand, and Vietnam to Receive Equal Protection in Working Abroad

            On May 23, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, spoke of the approval of the Joint Labour Declaration on the mobilization of social security rights for migrant workers in the CLMTV countries at the fourth Labour Ministerial Meeting. The Permanent Secretary of Labour, Mr. Pairoj Chotikasathien, the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, the Assistant to the Permanent Secretary of Labour, Mr. Sakdinart Sonthisakyotin, the Ministry of Labour’s executives and related agencies participated at the Prasong Rananant meeting room, 5th floor, Ministry of Labour, and via video conferencing.            Mr. Phiphat said that this year’s topic focuses on linking social security rights for migrant workers in the CLMTV group of countries. The migration of migrant workers, both leaving the country of origin and migrant workers coming to work in the destination country, may result in workers lacking access to social security protection due to different limitations in each country. Labour Minister Expresses Condolences for the Two Workers Who Died in Israel and Accelerated Relief and Compensation from the Fund; the Permanent Secretary Assigns Five Provincial Labour Units to Visit the Families

          On May 17, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, spoke about the death of two Thai workers who were held hostage in Israel. The Labour Minister expressed his condolences to the families of the Thai workers who lost their lives in this event. He received a report from the Minister Counselor (on Labour) at the Royal Thai Embassy in Tel Aviv, Mr. Kitthana Srisuriya, that the Israeli government considered reliable circumstantial evidence and concluded that two Thai workers who were taken hostage had died. The workers are Mr. Sonthaya Akrasri and Mr. Suthisak Rintalak, who were on the list of hostages who had not yet been released. Eight people have died since October 2023. Labour Minister Supports “Sufficiency Economy” to Create a Good Workforce, to Sustainably Reduce Expenses and Increase Income for Employees

          The Ministry of Labour’s Spokesperson, Mr. Phumiphat Mueanchan, said that the Labour Minister, Mr. Phiphat Ratchakitprakarn, has pushed forward the Good-Breed Labour Project according to the Sufficiency Economy Philosophy. The Department of Labour Protection and Welfare has been assigned to encourage employers to support the budget, including plant/animal species or empty land for employees to use for cultivation and raising animals, to use the produce for consumption, sharing among households, and selling the remainder to increase income for their family. It is also a guideline for developing additional careers for employees who are entering retirement age. The project is a reflection of the royal initiative of His Majesty King Rama IX and the royal aspirations of the current monarchy in continuing, maintaining, and expanding the royal initiatives of the New Agricultural Theories so that employers and employees can be self-reliant according to the Sufficiency Economy Philosophy.           The project started in 2021 during the COVID-19 outbreak. SSO Provides Over 1.8M Baht in Relief for the Deceased Worker Who Died from the Chemical Tank Explosion in Rayong and Medical Expenses for the Injured; Labour Minister Emphasizes Close Support on Workplace Health and Safety

          On May 10, 2024, the Labour Minister, Mr. Phiphat Ratchakitprakarn, spoke about the case of a chemical storage tank explosion and fire in Rayong Province yesterday (May 9, 2024), causing the injuries and death of an employee. He expressed his condolences to the family of the employee who died and sent encouragement to the injured people to recover quickly. He said that the Ministry of Labour is concerned about all workers. He received a report about the case from the Permanent Secretary of Labour, Mr. Pairoj Chotikasathien. He has instructed the Rayong Provincial Labour Protection and Welfare Office and the Social Security Office to visit the area to investigate the facts and the status of the injured victims and deceased employees and to urgently assist and support benefits that they are entitled to according to the law.           Mr. Phiphat added that the Rayong Provincial Labour Protection and Welfare Office’s report found that the said incident occurred yesterday (May 9, 2024) at 10.45 hours. MOL was Awarded the Best Government Agency at the Ministry Level, the “Sampao-Navathong” Award for 2022

          On December 14, 2022, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, received the award for the best government agency at the ministry level in facilitating the business sector, the “Sampao-Navathong” award 2022. The Deputy Prime Minister, Mr. Wissanu Krea-ngam, presided over the award presentation at the Auditorium on the 7th floor, Building 23, University of the Thai Chamber of Commerce, Vibhavadi Road, Din Daeng, Bangkok.           The award for the best government agencies in facilitating the business sector, the “Sampao-Navathong” award for 2022, was organized by the Thai Chamber of Commerce and the Board of Trade of Thailand. It selects government agencies that improve procedures and reduce obstacles in business operations effectively to receive awards. It honours and publicizes award-winning agencies and establishes cooperation and law amendment processes with relevant agencies.           The Labour Minister, Mr. Suchart Chomklin assigned the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, the Ministry of Labour’s Spokesperson (on Politics), Mrs. Thienrat Navamawat, and the Counselor (on Labour), acting as Minister Counselor (on Labour), from the Labour Office in Singapore, Mrs. Dacharee Khuhathong, visited Thai workers in Singapore to give encouragement and rice to them. MOL Welcomes Chulalongkorn University’s Asian Migration Research Center to Presents Research Findings on the Foreign Workers Management in Thailand

          On November 29, 2022, at 10.00 hours, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, welcomed the World Bank’s Social Protection & Labor Sector Manager for East Asia and Pacific Region, Mr. Yasser El-Gammal and committee, to discuss and exchange views on the ongoing cooperation between the World Bank and the Ministry of Labour in conjunction with the presentation of the study results on migrant workers in Thailand. The meeting took place at the Treethep 2 Conference Room, 14th floor, Department of Employment.           The discussion topics consisted of presenting the results of an analytical study on “Understanding the Current Status of Migration of Myanmar Workers to Thailand,” a key presence in the ongoing World Development Report 2023, and a discussion and exchange of views on future research projects the research team will undertake on “Understanding the Needs of Thai Employers.”

MOL Joins Meeting to Review and Evaluate Thailand’s National Decent Work Plan 2019 – 2022

             On November 29, 2022, at 13.30 hours, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, assigned the Ministry of Labour’s Inspector-General, Mr. Samat Pattamasukon, to chair the opening meeting to Review and Evaluate Thailand’s National Decent Work Plan 2019 – 2022 and the preparation of the new Thailand Decent Work National Plan 2023 – 2026. The meeting took place at the Kamolthip Room, Sukosol Hotel, Bangkok. He said that the Decent Work Country Program (DWCP) is a cooperation framework that the ILO has established with member countries as a reference document for providing assistance and support to member countries. It is formed by establishing strategies, guidelines, and clear goals that correspond to the context and urgent agenda, both economically and socially, to promote decent work for all. Thailand prepared its first DWCP in 2019. Tripartite representatives and the ILO signed a Memorandum of Understanding on the 2019-2021 DWCP on April 11, 2019, celebrating the ILO’s 100th anniversary.
