September 11, 2026 at 13:00 hours – Mr. Julapun Amornvivat, Minister of Labour, welcomed Associate Professor Dr. Rattiya Phulao of the Chulalongkorn University Labour Research and Coordination Unit (CU-COLLAR), College of Population Studies, Chulalongkorn University, with a delegation of distinguished academics, who called on him for a policy discussion on the “Panya Raengngan” (Labour Intelligence) policy proposals and operational framework. Mr. Samat Pattamasukon, Director-General of the Department of Skills Development, Mr. Samat Pattamasukon, Director-General of the Department of Skills Development, Captain Saroj Khomkhai, Director-General of the Department of Labour Protection and Welfare, Mr. Nattawut Phatprayoon, Labour Academic Advisor, Mr. Surachart Thienthong, Secretary to the Labour Minister, Mr. Kritikakon Wongsawangphanit, Adviser to the Labour Minister, Ministry of Labour executives, and relevant agencies also joined the discussions at the Prasong Rananant Conference Room, 5th Floor, Ministry of Labour Building.

During the meeting, the distinguished academics presented the “Panya Raengngan” policy proposals, covering 5 key issues:

1. Protection of the Rights and Dignity of Workers in the New World of Work: focusing on minimum protection standards for platform workers and non-standard employment, including the right to organise and accessible complaint mechanisms, presented by Asst. Prof. Songphan Tantrakul and Mr. Bandit Paenwiset.
2. The Skills Development Ecosystem, Competency Certification, and Person-to-Job Matching: covering the development of a skills bank, recognition of prior learning and existing competencies, and support for target groups ranging from middle-aged workers, the elderly, and youth to the NEET group, presented by Asst. Prof. Dr. Chadathorn Osathist and Dr. Chalithicha Assawanirandorn.
3. A Living Wage and Work-Life Balance: proposing living wage reference benchmarks, linking wages to skills and productivity, as well as flexible working, wellbeing, and support measures for those with caring responsibilities, led by Assoc. Prof. Dr. Rattiya Phulao, Dr. Atthakrit Leksiwilai, and Asst. Prof. Dr. Jet Rattanachina MD.
4. Labour Migration Security and Protection of Thai Workers Abroad: emphasising single-window service systems, ethical recruitment, and full-cycle migration protection, led by Professor Emeritus Dr. Supang Chantavanich and Mr. Adisr Koedmongkon.
5. Labour System Governance, Data Integration, and Cross-Ministry Cooperation: advancing Labour Open Data, a joint labour data analysis centre, common data standards, and an executive dashboard, led by Assoc. Prof. Dr. Rattiya Phulao, Dr. Kulachat Prathumchai, and Ms. Ketchuda Rodngern.

The Minister of Labour and Ministry of Labour executives discussed feasibility, lead agencies, operational timelines, budgets, and key conditions for driving each measure to achieve concrete results going forward.
