On September 9, 2020, at the Pakorn Angsusing Meeting Room, 10th floor, Department of Skill Development. Deputy Labour Minister Prof. Narumon Pinyosinwat presided over the signing of the Memorandum of Understanding on the Promotion of Certification of Knowledge and Capabilities in the air conditioning technician branch between the Department of Skill Development’s Director-General Mr. Tawat Benchatikul and Chief Executive Officer Eminent Air (Thailand) Co., Ltd Ms. Chanyaporn Sunthornwasu. The Department of Skill Development’s Director-General Mr. Vichai Piwsaard, and Technical Manager Mr. Surachai Wongsawat also witnessed the signing.
Deputy Labour Minister Prof. Narumon Pinyosinwat gave a report after chairing the signing of the Memorandum of Understanding. She said that Prime Minister and Minister of Defense General Prayuth Chan-ocha had placed great importance and emphasis on working in a civil state format, through integration between public and private sectors. Such efforts will provide more efficient and thorough services to the people. Therefore, the collaboration between the Department of Skill Development (DSD) and Eminent Air (Thailand) Co., Ltd. is an integration following the Prime Minister’s policy. This also drives ways of working following guidelines to create, elevate, and unite Thailand, build a nation, and create a quality workforce by upgrading the skills and workforce to meet the standards.
The Deputy Labour Minister continued that the Department of Skill Development’s report found that household and small commercial air conditioning technicians, metal arc welders, mag welders, and tig welders are a professional field that must be operated by a competent worker who has passed necessary assessments and has received certification for knowledge and competence license) under the Skill Development Promotion Act B.E. 2545 and its amendment (No. 2). Such certification guarantees these workers’ skills and upgrades into a profession that builds confidence for service users and increases public safety. The same applies to the building electrician profession, which must also be performed by a person who has been certified for the knowledge and competences declared.
The Department of Skill Development’s Director-General Mr. Tawat Benchatikul added that to comply with the law, to create safety for the people and the public following the aforementioned Act, the DSD, together with Eminent Air (Thailand) Co., Ltd., which focuses on developing air conditioning technicians, whereby the company specializes in the production of manpower in this field, is an example of a leading establishment that recognizes the quality of service, safety and the development of personnel in the career of air conditioning technicians. This event will be a collaboration to drive Safety Thailand through the certification for air conditioning technicians. The company and network of distributors nationwide take care of many people in this profession.
There are technicians from companies and networks nationwide through the national skill standard assessment in household and small commercial air conditioning technicians at the Level 1 competency. A total of 669 people was assessed for knowledge and competence with the Institute of Skill Development and Skilled Development Offices across the country. The certificate of knowledge and ability is valid for five years.
“In addition, the Department of Skill Development, in conjunction with the private sector and educational institutions, has established several branches of skill standard testing centers in each area across the country to serve the people. It also pushes for branches that may be dangerous to the public, where the profession must be operated by those who have a license only. This will ensure people and property and safe and secure, and to reduce accidents,” concluded the Deputy Labour Minister.
