Labour Minister’s Advisor Delivers Government Policies to Heads of Government Agencies in Chiang Rai Focused on Promoting Independent Workers and Collaboration with the Private Sector for Skill Enhancement

Advisor to the Labour Minister joined a meeting to deliver government policy guidelines to heads of government agencies in Chiang Rai. The guidelines aimed to promote independent product groups to add value, ready to cooperate with the private sector to enhance skills further to ensure workers have careers, income, and good quality of life.
        On December 2, 2019, Advisor to the Labour Minister Assoc. Prof. Dr. Jak Punchoopet chaired the meeting to deliver policies to agencies under the Ministry of Labour in Chiang Rai for the 2020 fiscal year. Before the meeting, Assoc. Prof. Dr. Jak planted a yellow star tree, then visited and observed the work of staff members under the Ministry of Labour in Chiang Rai, including the Office of Labour Protection and Welfare, the Provincial Social Security Office, the Provincial Employment Office and the Provincial Labour Office at the Chiang Rai Government Center Building, Mueang Chiang Rai, Chiang Rai. The Department of Employment’s Deputy Director-General Mrs. Theinrat Nawamawat, together with the ministry’s senior executives, also participated in this event. Chiang Rai Provincial Labour Officer Mr. Chalermpol Niamsakul gave a report, whereby heads of government agencies and officials under the Ministry of Labour in Chiang Rai welcomed the visiting committee.

 Assoc. Prof. Dr. Jak spoke about the policy guidelines that Labour Minister M.R. Chatumongol Sonakul has emphasized, concerning the urgency of labour reform, promotion on the import of foreign labour following agreements with the origin countries, arming independent workers with knowledge to promote added value among their products and promotion of systematic means of sending Thai workers to work abroad to bring income and experience back develop the nation. The guidelines also cover training according to the Skill Standards Program, with a greater emphasis on integration with the private sector as the private sector is equipped with modern tools, as well as to create morale for speakers and trainers to have enhanced skills that are enough to meet the needs.
        In the afternoon, Assoc. Prof. Dr. Jak observed training for the development of skilled workers in the course to prepare the workforce in 5 professional branches, namely in motorcycle repair, engine repair, cooling and household, and commercial air conditioner repair, industrial sewing, and enhancement training in Thai massage for health. He also observed and gave words of encouragement to staff at the Chiang Rai Institute for Skill Development 20, located at 418 Moo 6, Rannakhet Road, Rimkok, Mueang Chiang Rai, Chiang Rai, and visited organizations that hire elderly and workers with disabilities at Thaweeyont Marketing Co., Ltd., located at 99/13 Moo 13, San Sai, Mueang Chiang Rai, Chiang Rai. The company is a business that sells goods and services. There are 548 employees and 35 branches. They employ one elderly worker, Mr. Dej Ngeen-yen, 66 years old, working as a maintenance technician at Mae Kon branch, who receives a monthly salary of 11,000 Baht. The company employs two disabled workers, including Mr. Manon Udjai, a surveillance employee (watching cameras) who has worked at the head office since May 26, 2017, receiving a monthly salary of 9,300 Baht. Another employee is Ms. Maneerat Sarata, an administrative staff who prints the contract. She is physically disabled and has worked at the head office since December 17, 2018, receiving a monthly salary of 9,300 Baht. The company has made a Memorandum of Cooperation organize workforce meeting activities, promoting employment for the disabled and the elderly, and participating in the Young Worker Project.
        The visiting committee visited two disabled persons, including Mr. Ekaphon Chindasuwan, who is disabled due to an accident from a waterfall resulting in an injury to the cervical vertebra and nerves. He is currently an employee of Singer Shop, Clock Tower, Mueang, Chiang Rai. Mr. Ekaphon receives compensation for lack of income in the case of disability, amounting to 4,267.50 Baht monthly. The committee also visited Mr. Saranyu Ruemkham, who is disabled due to an accident causing weakness in both legs. He is currently an employee of Toyota Chiang Rai. Mr. Saranyu receives compensation for lack of income in the case of disability, amounting to 4,999.50 Baht monthly. The occasion took place at No. 201, Moo 2, Ban Rong Suea Ten, Soi 5, Rimkok, Mueang, Chiang Rai.
        In Chiang Rai, there are currently 1,292,130 people. The workforce consists of 606,140 people, including 604,992 who are employed, and 638,041 independent workers. There are 202,742 elderly people, 39,599 people with disabilities, and 29,608 foreign workers. There are 4,758 establishments with 53,809 employees. A total of 6,399 establishments registered under social security with 138,267 insured persons, divided into 70,017 insurers under Section 33, 24,089 insurers under Section 39, and 44,161 insurers under Section 40. From October to November 2019, 242 workers have traveled abroad for work, and 203 workers were trained in skills enhancement to support the ten industries.
