Legal Advisor Commences Dialogue on Managing Forced Labour Following The Royal Decree and Amendments on Anti-Trafficking in Persons Act

         On September 19, 2019, the Ministry of Labour’s Legal Advisor Mr. Sompob Prabnarong, gave an opening dialogue for the management of forced labour problems according to the Emergency Decree on the Prevention and Suppression of Human Trafficking 2008 at Plaza Athenee Hotel, Royal Meridien, Bangkok. The project aims to integrate cooperation with all sectors to prevent human trafficking for continuous development, including determining measures to promote and protect the rights of workers of all nationalities equally according to international standards. Its objective is to organize and enhance the efficiency of the management of foreign workers in the system, establish measures to inspect business establishments through strict labour inspection processes, as well as ratify the 2014 Protocol, in addition to the 29th International Labour Organization Convention on Forced Labour 1930, on June 4, 2018. Furthermore, it aims to follow the Convention it enacted an amendment to the Act on the Prevention and Suppression of Human Trafficking B.E. 2551 and B.E. 2562 to set penalties as appropriate, to deter and eliminate forced labour or services, including measures for helping and protecting the welfare of the injured and judicial offenses against forced labour or services following human rights principles and guidelines as the victims of human trafficking offenses.
       Mr. Sompob continued that this event is an essential first step, in which all sectors have come together to announce their intentions and show the power to prevent and eliminate human trafficking and forced labour or services from Thailand. This will protect human dignity following principles of human rights. The key to success is the integration of working together, whether government, private sector, international organizations, and NGOs. Parties come together to create a comprehensive working tool, as well as secondary laws, rules, or regulations for clarity in the process of inspections and arrests, separation of victims, prosecution and protection of victims for example.
