MOL Inspector-General Visits Phayao Provincial Prison to Create Job, Careers and Income for Inmates During Imprisonment and Promote Development of Skills in Preparation to Enter Workforce after Penalty

          In the afternoon of August 21, 2019, the Ministry of Labour’s Inspector-General Mr. Apinya Sucharitanan visited the factory in the Phayao Provincial Prison and chaired the training and assessment of the National Skill Standards in the project to “create jobs, careers and income for inmates” together with the members of the Thai SME Confederation of Phayao in 3 professional fields (training for inmates during imprisonment). Training included supplementary vocational training in the field of agricultural product processing together with Tem Tem Co., Ltd., from August 13-15, 2019, wood product development with technology together with Ong-sa Wood Design between August 21-27, 2019, and a 280-hour industrial sewing course together with Narin Sap Limited Partnership between August 19 – November 6, 2019. There was also training for additional occupations for those close completing the penalty period, which was in the branch of electrical wiring in buildings between August 19-23, 2019, and National Skill Standards assessments in building electricians at the level 1 capability, between August 26-27, 2019, totaling 4 professional branches. A total of 100 people attended at Phayao Provincial Prison, Muang, Phayao. Phayao Provincial Prison Commander Mr. Phairat Kaminthakul along with Phayao Provincial Labour Director Mrs. Suwara Phongpanyanet and Director of the Phayao Skill Development Office Mr. Sermsak Potjanakarun, welcomed the visiting committee and led the inspection.

                  The Ministry of Labour’s Inspector-General said that this project was a successful output from the MOU on cooperation, support and promotion of vocational training and co-creation of jobs for prisoners on July, 9 2019, between Phayao Provincial Prison, Phayao Skill Development Office and 7 business establishments, namely Saen Suk Car Care, Community Agricultural Enterprises, Lanna Charcoal Bars, F. Agriculture, Narin Sap Limited Partnership, Tem Tem Co., Ltd., and Ong-sa Wood Design. The MOU focuses on creating opportunities and improving the quality of life for prisoners through professional training and introducing work to hire inmates that have been trained in the “Prison factory”, to create jobs, careers and income for inmates during their penalty period. This is especially for prisoner workers who have passed the National Skill Standards in Thai cooking and the level 1 wood furniture technician, who are super workers. This initiative thus gives offenders the opportunity to improve themselves and promotes good people to society, including solving labour shortages. It also prepares inmates for skills development to enter the working environment and promotes and develops their potentials in line with the labour market, or the capability of self-employment or being an employee in a business establishment after being acquitted.
