            On February 10, 2021, at 13.30 hours, Permanent Secretary of Labour Mr. Suthi Sukosol chaired the Skill Development Promotion Committee Meeting No. 1/2021. The meeting considered the draft of the Skill Development Promotion Committee’s notification on rules, methods, and conditions on labour skill standards under Section 26, the draft order of the Skill Development Promotion Committee on the appointment of a subcommittee on screening labour skill standards under Section 26, the draft announcement of the Skill Development Promotion Committee on labour skill standard testing methods and issuing certificates for passing the test and the national skill standard testing fee rates for construction workers in the technician’s branch for steel sheet installation at the Level 2 capacity. The meeting also reviewed the draft announcement of the Skill Development Promotion Committee on testing methods for the labour skill standard and the issuance of certificates for passing the test, and the national skill standard testing fee rates for construction workers in the aerated concrete construction and installation field at the Level 3 capacity, and the draft announcement of the Skill Development Promotion Committee on national skill standards qualifications of persons being assessed in National Skill Standards at the Level 1-3 capacity, the testing methods and issuing certificates for passing the test at the Level 1-2 capacity, and the national skill standard testing fee rates for construction workers in the plumbing and sanitary ware installations. The meeting further considered improvements to the national labour skill standards in mechanical technicians, crane machinery operations. It revised the Skill Development Promotion Committee’s order on the appointment of a subcommittee to set up the national skill standards in the mechanical technician field for crane machinery operators. The meeting also covered the Skill Development Promotion Committee’s revised order on the appointment of a subcommittee to set the national skill standards in the mechanical technician career field for forklift machinery operators and automotive maintenance branches.

            In addition, it considered the certification of labour skill standards for professionals under Section 26 of the Labour Skill Development Promotion Act B.E. 2545, the accreditation as a professional organization for excellence. It also considered the draft of the Skill Development Promotion Board notification on rules, methods, and conditions in applying, evaluating, and issuing a certificate to certify knowledge and abilities, the period of applicability, and issuing a substitute for a certificate of knowledge and ability. The meeting considered the Ministry of Labour’s draft announcement on the definition of a potentially dangerous career to the public or requires a competent person, which must be performed by a person who has received a certificate of knowledge and abilities. It discussed the projection of capital expenditure from the Skill Development Fund and additional operating plans for the 2021 fiscal year, including requests for a waiver of the loan repayment period from the Skill Development Fund to assist businesses affected by the new wave of Covid-19 outbreaks. The meeting took place at the Pakorn Angsusing meeting room, 10th floor, Department of Skill Development.
