The Labour Section in Israel Royal Thai Embassy for Tel-Aviv was reported that Thai workers’ behavior in Ahituv Moshaev might create problems for the employers. Therefore, on 8 May 2010, the officials (Labour) had gone to the Moshav to meet with the four employers. They are now realized that some workers run loan businesses to lend money to other Thai workers in Moshav on a high interest rate of 20 percent per month. This has caused the workers who are debtors and unable to meet the repayment, to run away from the Moshav. So far there are 6 workers who have been default and run away. Such an incident has affected the employers as they have lost the foreign employment quota and have been unable to hire new workers due to the fact that the Ministry of Interior of Israel does not allow employer to hire new workers in such a case. Following the close investigation of the officials, it has been reported that on the one hand, the workers who are the moneylenders do not want to move out as they must stay and collect the interest and they are also uninterested in working under their employment contract. On the other hand, the employers are unable to reprimand them as they fear for them running away which would make them losing more foreign employment quota. In this regard, the officials (labour) will coordinate with the Minister of Interior of Israel to find a solution on this problem.
The Labour Section has also brought up the issue of basic pay to discuss as it has been reported that employers have the paid basic pay lower than the minimum rate. Therefore, it finds that there are still some legal issues that it has to get employers to understand. In this way, the Labour Section will coordinate with the Board of Director of Moshavto hold up a conference between them to raise understanding which would lead to legal cooperation among all the parties.
