Deputy Permanent Secretary of Labour Mr. Suradech Ittikul led Thai representatives at the 14th ASEAN Senior Labour Officials Meeting (14th SLOM) and 16th ASEAN Plus Three Senior Labour Officials Meeting (16th SLOM+3) from November 25-26, 2018 in Kuala Lumpur, Malaysia, organized by the Malaysian Ministry of Human Resources. The objective was to 1) Discuss and exchange views on the implementation of the ASEAN Senior Officials Framework and ASEAN plus three such as employment, social protection, promotion of environmentally friendly work, promotion and protection of migrant workers’ rights; and 2) Follow up the implementation progress of the ASEAN Senior Officials Framework and seek channels to expand cooperation with other sectoral bodies under key headings which are promoting green jobs for equity and inclusive growth of ASEAN Community. Preview Download Images Permanent Secretary of Labour M.L. Puntrik Smiti chaired the seminar on acknowledgement of the (draft) wage rates for 16 professions in accordance with the skill standards. The event took place at the Fortune Ballroom at the Grand Mercure Fortune Hotel in Bangkok, on Ratchadapisek Road. She said that in developing the workforces’ potential, wage rates matching skill standards would be a good framework for the workforce to benchmark themselves to the demand of each industry. At the same time, she said that wages would need to be fair and reflect the standard of skills so that the workforce is able to improve themselves to meet the standard level to earn higher incomes. The Ministry of Labour has already announced the wage frameworks for 67 professions and on this occasion, would consider adding 16 professions in 4 industries. The Ministry of Labour’s Inspector-General and spokesperson Mr. Ananchai Uthaipatanacheep revleaed that the Department of Employment has established the 1694 hotline call center to accommodate users nationwide, including the general public, jobseekers, employers/organizations and migrant workers in Thailand. The call center will be able to provide accurate information efficiently and will be center to helping migrant workers to ensure internationally-standardized protection. The center also shows the nation’s intention to resolve human trafficking problems and the respect for human rights.
The Ministry of Labour’s Inspector-General and spokesperson Mr. Ananchai Uthaipatanacheep revealed that the 100 special centers (11 in Bangkok and 89 provincially) to support foreign worker management efforts had released operational reports on 25 July 2017, the second day of operations. Statistics (as of 25 July at 17.00) showed a total 24,168 registered employers, 21,256 of which applied at the center and 2,912 online. On the other hand, a total of 74,396 migrant workers were registered, 69,655 at the centers and 4,740 through online means. From the total number of migrant workers, 46,058 were Burmese, 17,791 were Cambodian and 10,520 were Laotian.

On Sunday the 1st May 2016 at The Regal Kowloon Hotel in Hong Kong, the Labour Office arranged the National Labour Day 2016, returning happiness to the Thai workers. Deputy Minister Counsellor of Hong Kong (Ms. Marinee Suwanmolee) chaired the event, which was attended by the Minister Counsellor of Myanmar in Macau, Minister Counsellor on labour from the Philippines and Indonesia, executives from the Department of Labour in Hong Kong, the Kowloon City police, Freyssinet executives, employers including executives from recruitment companies in Hong Kong and local social organizations.
The Taipei Labour Office in collaboration with the Thailand Trade and Economic Office (Taipei), the Thai Association in New Taipei City and the Taiwanese Ministry of Labour have set the date for the 2016 Songkran celebrations to take place on the 10th April 2016 at the Citizen Plaza in front of New Taipei City Hall (across Banciao train station) in Taiwan. The objective of the celebrations is to allow Thai workers and Thai residents in Taiwan an opportunity to meet, celebrate and relax from work, as well as to expose Thailand’s traditional culture of the Songkran festival. The event will also host sepak takraw competitions for the New Taipei City Cup, as a way of promoting exercise and good use of time for Thai workers.
The Taiwan Legislative Assembly has approved the labour law draft in agenda 3 on reducing the number of working hours a maximum of 84 hours a fortnight to 40 hours per week, or 5 working days to 2 holidays in effect as of the 1st of January 2016 onwards. The newly drafted law requires employers to record time-in and time-out of workers, whereby records up to 5 years must be kept as evidence when audited. Furthermore, employers are not permitted to deny showing such documents when requested by officials, whereby violators of the law will be fined from 90,000 – 450,000 Taiwanese Dollars.
On 19 September 2014, Mrs. Ratiwan Suntara, Minister Counsellor(labour affairs) , Mrs. Sadudee Kittisuwan (labour affairs) and officers of Office of Labour Affairs in Taipei led the group of representative of Thailand coming to attend the 16th meeting of Thai-Taiwan committee on complaint center 1995.
As labour demand in Taiwan continues to increase, Taiwan’s Ministry of Labour’s Workforce Development Agency said there were 61,654 registered job-seekers on the island in February, a 10.85 percent increase from the previous month while there were 137,472 available positions. This means that the ratio between job-seekers and available positions is 2.23, the highest in 16 year or since July 1998, when the ratio stood at 2.71.
