รัThe Labour Minister assigned officers to discuss with GM representatives in the case of staff layoffs to ensure employees will receive benefits and legal protection quickly.

On August 30, 2019, Labour Minister M.R. Chatumongol Sonakul spoke about the case of the reduction of employees of General Motors Powertrain (Thailand) Company Limited or GM. The Ministry of Labour has continuously monitored the situation. In this case, the Department of Labour Protection and Welfare was urged to investigate the facts to help terminated employees receive legal benefits.
M.R. Chatumongol Sonakul instructed the agencies under the Ministry of Labour in Rayong to investigate the situation. There were joint discussions between company representatives and the Rayong Labour Protection and Welfare Office. General Motors Powertrain (Thailand) Company Limited is located at 111/1 Moo 4, Eastern Seaboard Industrial Estate, Pluak Daeng, Pluak Daeng, Rayong. The company is a manufacturer of automotive assembly engines for Chevrolet. There are 1,553 permanent employees and 186 labour contractors. The company restructured its organization and reduced staff as it is currently experiencing problems with no purchase orders for cars from foreign countries. Fewer purchases have caused the total production volume to drop dramatically, and thus, it was necessary to reduce the production process. Departments have been decreased from 16 to 12 departments and reduced employees to suit the production capacity from 1,553 people to about 900 people, by specifying criteria for consideration of work efficiency and suitability of the work area.
The employees will receive benefits under the labour law plus special compensation. This includes contractor employees who will receive a special margin for contract cancellation, including the benefits that the company paid to the 394 laid-off employees who are between 3-20 years of age. There employees of General Motors (Thailand) Co., Ltd. and General Motor Powertrain (Thailand) Co., Ltd., consisting of 208 employees and labour contractors, and under Skill Power Service Thailand Company Limited amounting to 186 employees. The compensation equates to approximately 300 million Baht. In this regard, the company will compensate terminated employees by organizing a team of advisors to find them new jobs and prepare them for job interviews. The termination will take effect on October 1 onwards. The employees whose employment terminated on August 27, 2019, as the last day, will not have to return to work again. The company will pay the wages until this September 30. The Ministry of Labour’s Rayong Labour Protection and Welfare Office has coordinated with the Employment Office and the Rayong Social Security Office to search for job vacancies for employees and allow employees to receive appropriate benefits following the law.
