On May 21, 2021, at the Chatumonkol meeting room, 6th floor, Ministry of Labour, Labour Minister Mr. Suchart Chomklin chaired the discussion with Mr. Manit Promkarikul, Chairman of the Federation of Thailand Automobile Workers’ Union, and the committee on insurance, risks, and impacts of the Covid-19 vaccination for insured persons. Advisor to the Labour Minister Mrs. Thiwalrat Angkinan, the Labour Minister’s Secretariat Mr. Suthep Chitayawong, Permanent Secretary of Labour Mr. Suthi Sukosol, and the Ministry of Labour’s executives joined the occasion. Mr. Manit said that the third wave of Covid-19 outbreaks had affected people of all groups and occupations, both inside and outside the social security system. The government has accelerated full support to solve the problems by launching various projects, such as the proactive Covid-19 screening services to the general public and insured persons under Section 33 in establishments, for prevention. At the same time, the government has launched a Covid-19 vaccination program for insured persons under Section 33 in the social security system, which is an important group of workers whose occupations expose them to many people. This group is also an important engine of the national economic system. The insured persons are also willing to be vaccinated to increase the confidence of insured persons under Section 33 to get vaccinated. Therefore, they asked the Ministry of Labour to ensure insurance for risks that may occur from vaccinations to alleviate the suffering of the insured persons their families.
Mr. Suchart spoke about the said claims. The Social Security Office has announced the Medical Commission under the Social Security Act on the criteria and rates of basic allowances for insured persons affected from receiving medical services. Insured persons who receive damages or are affected by the Covid-19 vaccinations will be compensated as follows: In case of death or disability, the maximum payout is 400,000 Baht and 240,000 Baht for organ loss or disability. For vaccine allergy and need to receive medical treatment or rehabilitation, the payout is 100,000 Baht. If the doctor orders a break from work, daily compensation will be paid at 50 percent of the wages for a period not exceeding 90 days (250 Baht per day, maximum 365 days per year). Compensation in dismemberment (non-severe disability) is up to 30 percent of wages for up to 15 years. Compensation for dismemberment (severe disability) is 50 percent wages for life. Compensation for death is two months for those who have submitted three years of contributions, six months for those who have submitted ten years of contributions, and 800 Baht per month for childcare until the child is six years of age. Each case is at the discretion of the doctor.
“Insured persons affected by the vaccinations will be paid benefits according to the above criteria. Therefore, the claim to pay compensation is greater than the benefits prescribed by the Act. I will assign the Social Security Office to study the details and possibilities, to ensure insurance against risks, and to build the confidence of the insured persons to get vaccinated,” concluded Mr. Suchart.
