Labour Minister Pushes Forward Nationwide Labour Protection and Welfare Policy, Focusing on Raising Workers’ Quality of Life in All Dimensions

November 6, 2025 – Ms. Trinuch Thienthong, Minister of Labour, presided over the opening ceremony of the “Project to Drive Management under the Ministry of Labour’s Policies and Prepare for Future Changes”. Attending the ceremony were Ms. Bubpha Rueangsud, Secretary-General of the Social Security Office and Acting Deputy Permanent Secretary of Labour, Mr. Santi Nantasuwan, Deputy Permanent Secretary of Labour, and Acting Second Lieutenant Somsak Promdam, the Ministry of Labour’s Inspector-General. The project, organised by the Department of Labour Protection and Welfare (DLPW), aims to provide policy direction and operational guidelines to executives and officials of labour protection and welfare departments nationwide, and was held at the Rama Gardens Hotel in Bangkok.

Ms. Trinuch said the global context is rapidly changing due to technology and globalisation, significantly affecting employment models, required skills, labour market demand, as well as rights, labour protection, and welfare. The urgent key policies she has instructed the Department of Labour Protection and Welfare to drive forward under the Ministry’s direction consist of three main dimensions:

  1. Labour rights protection: Enforcing labour protection laws to ensure employees receive lawful benefits and fairness.
  2. Occupational safety and health: Promoting safe and healthy working environments to prevent occupational accidents and diseases, and to reduce economic and social losses.
  3. Good labour relations: Promoting and safeguarding the labour relations system to build understanding between employers and employees, reduce disputes, and create cooperation that contributes to the stability and development of businesses and the nation as a whole.

“Regarding policy implementation across all three dimensions, I would like to emphasise transparency and accountability in all operations, to uplift the quality of life for all worker groups. As the Department of Labour Protection and Welfare is responsible for enforcing the law, I urge you to apply the law in ways that support both employers and workers, so that everyone can work with quality, safety, and happiness,” Ms. Trinuch said.

The Minister of Labour also emphasised that officials of the Department of Labour Protection and Welfare, at both the central and regional levels, must implement government and Ministry policies to drive the Department’s mission, raise labour rights, and enhance welfare, ensuring that workers receive appropriate protection. She added that workers in the modern era must be able to adapt and engage in lifelong learning. At the policy level, the government and educational institutions must improve education and training systems to match future labour market needs, to build readiness, and reduce the social impacts of ongoing and upcoming changes.

Lt. Cdr. Saroj Khomkhai, Director-General of the Department of Labour Protection and Welfare, added that this project was organised to ensure that executives and officials from both central and regional offices clearly understand policies and have unified operational guidelines that can be implemented effectively. The focus remains on advancing the three key dimensions outlined in the Labour Minister’s policy, with the goal of developing Ministry of Labour personnel into a vital force in advancing government policy, improving Thai labour rights, and creating long-term social stability.
