On September 5, 2019, at the Grand Ballroom Mayfair, 11th floor, the Berkley Pratunam Hotel, Labour Minister M.R. Chatumongol Sonakul chaired a workshop on the summary of the results of the project to increase labour productivity towards an SME 4.0 (STEM Workforce towards SME) for 2019. Permanent Secretary of Labour Mr. Suthi Sukosol, the Department of Skill Development’s Director-General Mr. Suchat Pornchaiwiseskul, the ministry’s executives, civil servants, and the private sector joined as witnesses. On this occasion, the Labour Minister presented a plaque of honour and congratulated the 228 participating establishments. The committee then viewed and visited exhibitions and booths of 12 participating establishments and community enterprises. On the same afternoon, there will be a talk on the guidelines of labour productivity enhancement for SME 4.0 for 2020.
M.R. Chatumongol Sonakul said that from data of the NESDB in 2017, there are over 2 million SMEs (2,773,625) covering the employment of over 11 million people (10,501,166 people), representing a value that has a significant impact on the national economy of over 5 trillion Baht (5,212,004 million Baht). Therefore, supporting SMEs is critical to strengthen economic foundations, which is the origin of this project. The initiative focuses on the human resource development process with systems analysis to identify causes, limitations, problems, and obstacles in the workplace, and apply academic knowledge, technology and innovation to develop, improve and solve problems that occur, and improve workforce productivity. In 2019, the Ministry of Labour’s Department of Skill Development sent a team of experts and personnel to train over 300 people, acting as a consultant to advise SME entrepreneurs, OTOP groups and a total of 228 communities to enhance the workforce. It has trained over 15,000 people, with an increase in labour productivity by 36.48 percent, to help reduce losses in the production or service cycle by an average of 46.47 percent and builds the economic value of more than 400 million Baht.
The Labour Minister said that the consulting team would study the production process and working procedures to identify bugs or processes that affect costs, then propose a solution, which will take 210 days. There will also be training to educate employees in the workplace to know job analysis to solve fundamental problems, including the ability to expand knowledge in other departments, and continue with similar workflows. This project can help establishments reduce costs and increase production to keep up with customer needs to provide training courses in line with the needs of businesses and can solve problems. It also promotes participation in analysis to improve work processes and solve problems together.
The Department of Skill Development’s Director-General Mr. Suchat Pornchaiwiseskul said that the project to improve labour productivity over the past 6 years (2013 – 2018) had developed the potential of 85,482 workers to be multi-skilled or the ability to solve specific problems, and support changes in technology and innovation. This has increased labour productivity, fewer losses in the production cycle to a value of 5,450 million Baht and has created stability, prosperity, and sustainability for 1,103 Thai enterprises. The DSD has also enhanced the potential of workers to become “a new generation of skilled workers” to provide advice and intensify labour productivity for entrepreneurs, as well as learning professional consultant work processes.
