Phitsanulok SSO Commences Electronic Employer File Services for Speed and Convenience

The Phitsanulok Social Security Office, commenced the project to create electronic employer files, focusing on converting the paper-based system into electronic file storage. The project will help find information quickly and be more productive, resulting in fast and convenient services.

            On March 12, 2020, at 09.30 hours, Advisor to the Labour Minister Assoc. Prof. Dr. Jak Punchoopet chaired the opening ceremony of the project to create electronic employer files, which took place at the Phitsanulok Social Security Office. Deputy Governor of PhitsanulokProvince Mr. Paiboon Na-Butjom gave a welcoming speech, and the Social Security Office’s Inspector-General Ms. Kettharin Chaisri gave a report. The Labour Minister’s Advisor said that the implementation of the electronic employer file project aims to convert employer files from paper forms to electronic forms, which is beneficial to service users. He thanked the Social Security Office for giving the project importance to raise the level of service to employers, employees, insurers, and the public to access services quickly and easily. The Social Security Office launched the project, which converts the use of paper to electronic documents nationwide. The transformation is an essential mechanism for changing the working process towards a digital government. The Social Security Office has set a target of more than 900,000 files, modifying the Ministry of Labour’s work processes towards Thailand 4.0.

            Labour Minister M.R. Chatu Mongol Sonakul assigned the urgent policy in 2020 to accelerate the workforce transformation. He also delivered an important policy to upgrade electronic services to become a digital government, for the people to access services with convenience, speed, and transparency, and adhere to good governance. The Social Security Office has adopted guidelines for improving services for employers, employees, and insurers by implementing the project to create electronic employer files. It is a project whereby the Social Security Office aims to reform the system and operational methods by converting paper-based records to electronic forms, using technology innovation in data management, which is called “electronic files,” to manage information. The database has 926,183 employer files stored electronically. The physical documents cause storage issues, and the papers are prone to damage and loss. Therefore, the project aims to transform document storage to be up to date on data, use empirical evidence in electronic forms by leveraging technology innovation in data management, which is called “electronic file.” Staff will be able to access the system with ease and efficiency, to provide services to employers, employees, insurers, and the general public, with convenience and speed. The initiative is a response to the 20-year national strategy, strategy 6, to balance and develop the public management system.

In addition, the Labour Minister’s Advisor visited the employer registration demonstration and storage of documents in electronic systems, essential health examination/screening, advice on the COVID-19, promoting social security knowledge, and public relations of benefits for insurers under Section 40.
