The Ministry of Labour in collaboration with the Ministry of Digital Economy and Society, by the Institute for the Promotion of Big Data Analysis and Management in Public Sector under the Office of Digital Economy Promotion Agency, organized training courses on “Data Design for Executives”, to increase in-depth knowledge and understanding on data analysis, for the effective application of policy information.
On July 13, 2020, at 09.00 hours, Labour Minister M.R. Chatu Mongol Sonakul presided over the commencement of the training program titled “Data Design for Executives”, which took place at the Jompol P. Pibulsongkram meeting room. He said that this training is a great opportunity for executives and staff from the Ministry of Labour to learn from teachers who are experts in the field of information science, and learn about guidelines and methods for integrating and managing labour data, as well as experimenting with design models to analyze labour and economic data. Such analysis will be useful and can be adapted to the work of every department, especially in the “New Normal” era.
The Labour Minister further said that from the signing ceremony on cooperation between the Ministry of Labour and the Ministry of Digital Economy and Society at the Office of Digital Economy Promotion Agency (DEPA) on February 19, 2020, the two agencies have a common intention to develop skills for personnel of the Ministry of Labour at all levels, from senior management to division directors (including ambassadors and advisors), to workers, to have the ability to analyze data and to fully utilize big data. This includes understanding of guidelines and methods of integration, as well as organizing information systems related to the ministry’s mission which will lay the foundations for the establishment of the Labour Economy Office in the future.
The training was organized for the third time, with the focus on data strategy formulation, a continuation from the activities of senior management seminars and workshops. Participants included executives and civil servants from the Ministry of Labour, from all departments. The training was for a 24-hour duration, divided into 8 sessions, 3 hours each, for 8 days and not consecutively. Counselors (on labour) or representatives from the Thai Labour Office abroad also joined the training online via a 9-hour teleconferencing program. The training provided an analysis framework related to the mission of each department, including how to deal with labour market changes after the Covid-19 outbreak. Topics also covered Thai workers working abroad, both legal and illegal, the storage of Thai worker data returning from work abroad, transfer of occupation, up-skill and re-skilling, forecast of business closure and the analysis of social security user data to improve the service to meet the needs and encourage more users.
The participants will gain knowledge and understanding of in-depth analysis to help make decisions based on the use of evidence-based data. This will help them identify issues in using information appropriately, including being able to make recommendations for information policy decisions, both to higher level executives and subordinates at the operational levels.
