“Phuchong” Conducts Urgent Inspection at Rama 3: Tightens Construction Safety to Reduce Collapse Risks and Worker Injuries, Preventing Recurrence of Incidents

On April 22, 2025, at 09.30 hours, Mr. Phiphat Ratchakitprakarn, Minister of Labour, assigned Mr. Phuchong Worasri, assigned to the Office of the Prime Minister and currently serving at the Ministry of Labour as the Chairman of the Special Taskforce for Inspection and Supervision for Workers’s Quality of Life in cases of work-related accidents, disasters, or hazards, to chair the opening ceremony of the work safety inspection at the Expressway Project on the Rama III – Dao Khanong – Outer Bangkok Ring Road (West): Contract 1. Mr. Chatri Tansiri, Deputy Governor (Engineering and Maintenance), Expressway Authority of Thailand, Mr. Krirkrai Nasamoyon, Legal Advisor, and Mr. Saksin Tulathorn, Chief Inspector-General of the Department of Labour Protection and Welfare, and executives of the Ministry of Labour were also present.

Mr. Phuchong Worasri, assigned to the Office of the Prime Minister and currently serving at the Ministry of Labour express his gratitude to the management of the Expressway Authority of Thailand for integrating the safety inspection plan in collaboration with the Special Taskforce for Inspection and Supervision for Workers’s Quality of Life in cases of work-related accidents, disasters, or hazards. Today, following the meeting to establish occupational safety and health measures for large-scale construction projects in Bangkok and its metropolitan area (Session 1/2568) held on April 2, 2025, the meeting resolved to approve the development of an integrated workplace safety inspection plan. This plan involves the Special Taskforce of the Ministry of Labour, local operational units, primary contractors, the Thailand Council of Engineers, the Engineering Institute of Thailand, the Structural Engineers Association of Thailand, together with project owners such as the Expressway Authority of Thailand and the Mass Rapid Transit Authority of Thailand. The resolution issued an order appointing advisors and a special taskforce to inspect and oversee the quality of life of workers in cases of work-related accidents, disasters, or hazards. The Minister of Labour and the Permanent Secretary of Labour serve as advisors to the task force, with Mr. Phuchong as the chairperson. The taskforce comprises relevant agencies, including the Department of Labour Protection and Welfare, the Office of the Permanent Secretary of Labour, the Social Security Office, the Department of Employment, the Thailand Institute of Occupational Safety and Health (Public Organization) and other agencies under the Ministry of Labor in areas where work-related accidents, disasters, or hazards occur.

Mr. Phuchong added that today’s workplace safety inspection aims to ensure that business establishments comply with the Occupational Health, Safety, and Work Environment Act B.E. 2554, as well as relevant ministerial regulations. The focus is on the 5 Golden Rules under the “Safe Cons. Together 90 Days” campaign, which are as follows: 1. Clearly define construction zones and danger zones to prevent harm to workers and the public in nearby areas. 2. Structural load-bearing designs must meet standards to reduce the risk of collapse due to engineering defects. 3. Heavy machinery must be inspected according to engineering principles to ensure that construction equipment is safe and ready for use. 4. Emphasize the duties of supervisors and approvers, requiring strict inspection and supervision to ensure compliance with safety standards. 5. Employees must wear complete personal protective equipment at all times.

“The Ministry of Labour aims for all sectors to work together to prevent serious work accidents that will lead to further loss of life, body, and property,” said Mr. Phuchong.
