วันที่ 7 สิงหาคม 2566 เวลา 09.30 น. นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน มอบหมายให้ นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงาน เป็นประธานพิธีกล่าวเปิดโครงการฝึกอบรมหลักสูตรการฝึกอบรมเพื่อแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามกฎหมายว่าด้วยการป้องกันและปราบปรามการค้ามนุษย์ (ฉบับปี พ.ศ.2565) รุ่นที่ 8 (พนักงานเจ้าหน้าที่รุ่นที่ 67) และบรรยายหัวข้อ นโยบายและแนวทางการป้องกันและแก้ไขปัญหาการค้ามนุษย์ ซึ่งฝึกอบรมระหว่างวันที่ 7 – 12 สิงหาคม 2566 โดยมี ผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วมเป็นเกียรติด้วย นางสาวฝันหยก บุญสวยขวัญ นักวิเคราะห์นโยบายและแผนชำนาญการ สำนักงานเลขานุการศูนย์บัญชาการป้องกันการค้ามนุษย์ด้านแรงงาน กล่าวรายงานวัตถุประสงค์การฝึกอบรม ณ ห้องแกรนด์พาโนรามา ชั้น 14 โรงแรม ดิเอมเมอรัลด์ ถนนรัชดาภิเษก เขตดินแดง กรุงเทพมหานคร
นายวรรณรัตน์ กล่าวว่า กระทรวงแรงงานเป็นหน่วยงานสำคัญและเป็นหน่วยงานหลักในการต่อต้านการค้ามนุษย์ ภายใต้ยุทธศาสตร์ 20 ปี ด้านความมั่นคง โดยรับผิดชอบเป็นเจ้าภาพหลักในการป้องกันการค้ามนุษย์ของประเทศไทย ซึ่งเป็นนโยบายสำคัญของรัฐบาลที่ได้กำหนดเป็นวาระแห่งชาติ ในการยกระดับมาตรฐานการคุ้มครองดูแลและป้องกันไม่ให้แรงงานไทยและแรงงานต่างด้าวตกเป็นผู้เสียหายจากการค้ามนุษย์ ในปีงบประมาณ พ.ศ. 2566 นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ได้กำหนดนโยบายกระทรวงแรงงาน “MOL พลิกโฉมตลาดแรงงานไทย” ได้กำหนดให้ “เร่งรัดการแก้ไขปัญหาแรงงานต่างด้าวและป้องกันการค้ามนุษย์ เพื่อมุ่งสู่การเป็น Tier 1” และได้มอบหมายให้หน่วยงานสังกัดกระทรวงแรงงานทั้งส่วนกลางและส่วนภูมิภาคนำมาตรฐานการปฏิบัติงาน (SOP) ในการคัดกรองผู้เสียหายจากการค้ามนุษย์ด้านแรงงานและการบังคับใช้แรงงาน และการนำแผนปฏิบัติการว่าด้วยกลไกการส่งต่อระดับชาติฯ (NRM) นำไปใช้เป็นแนวทางในการปฏิบัติงานด้านการป้องกันและแก้ไขปัญหาการบังคับใช้แรงงานหรือบริการและการค้ามนุษย์ด้านแรงงาน ซึ่งการปฏิบัติงานดังกล่าว มีความจำเป็นที่จะต้องมีการเพิ่มศักยภาพด้านการป้องกันและปราบปรามการค้ามนุษย์ให้แก่เจ้าหน้าที่กระทรวงแรงงาน และหน่วยงานที่เกี่ยวข้องในทีมสหวิชาชีพ ให้มีความรู้ความเชี่ยวชาญในการปฏิบัติงาน และได้รับการแต่งตั้งเป็นพนักงานเจ้าหน้าที่ตามกฎหมายว่าด้วยการป้องกันและปราบปรามการค้ามนุษย์ เพื่อให้สามารถบังคับใช้กฎหมายได้อย่างมีประสิทธิภาพเพิ่มขึ้น
นายวรรณรัตน์ กล่าวต่อว่า สำหรับการอบรมในครั้งนี้เพื่อให้ผู้เข้ารับการอบรมมีความรู้ความเข้าใจเกี่ยวกับนโยบายการป้องกันและปราบปรามการค้ามนุษย์และการบังคับใช้แรงงานหรือบริการ รวมทั้งการให้ความช่วยเหลือผู้เสียหายจากการค้ามนุษย์และการบังคับใช้แรงงานหรือบริการตามหลักกฎหมายและหลักสากล ซึ่งกระทรวงแรงงาน พร้อมที่จะร่วมผนึกกำลังกับทีมสหวิชาชีพ และหน่วยงานที่เกี่ยวข้องทุกภาคส่วน ในการยกระดับการขับเคลื่อนการต่อต้านการบังคับใช้แรงงานหรือบริการ และการค้ามนุษย์ในประเทศไทย เพื่อให้ประเทศไทยสามารถปฏิบัติตามมาตรฐานขั้นต่ำของสหรัฐฯ และได้รับการจัดอันดับในรายงานการค้ามนุษย์ให้อยู่ในระดับ Tier 1 ต่อไป
On August 7, 2023, at 09.30 hours, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, assigned the Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, to preside over the opening ceremony of the training on the Appointment of Competent Officials under Human Trafficking Prevention and Suppression Laws (2022 version), Class 8 (Competent Officer Class 67) and to speak on the policies for the prevention and remediation of forced labour. The training is from August 7 to 12, 2023. The Ministry of Labour’s executives also joined the occasion. Ms. Funyok Bunsuaykwan, a Policy and Planning Analyst Specialist from the Office of the Secretariat of the Labour Trafficking Prevention Command Center, reported the training’s objectives. The occasion took place at the Grand Panorama room, 14th floor, The Emerald Hotel Ratchadaphisek Road, Din Daeng, Bangkok.
Mr. Wannarat said that the Ministry of Labour is an important and the main anti-trafficking agency under the 20-year strategy on security. It is the main host in preventing human trafficking in Thailand. This is an important government policy set on the national agenda to raise protection standards and prevent Thai and foreign workers from becoming victims of human trafficking. In the 2023 fiscal year, the Labour Minister, Mr. Suchart Chomklin, has set the Ministry of Labour’s policy for “MOL Transforming the Thai Labour Market,” which sets out to “accelerate the problem of migrant workers and prevent human trafficking from striving to be ranked as Tier 1.” Agencies under the Ministry of Labour in both central and provincial areas have been assigned to adopt the Standard Operating Procedures (SOPs) in screening victims of human trafficking and forced labour and the implementation of the National Referral Mechanism (NRM) Action Plan as a guideline for the prevention and remediation of forced labour or services, and human trafficking in persons. It aims to increase the efficiency of identifying victims of forced labour and human trafficking in collaboration with a multidisciplinary team. The training provides operational knowledge and expertise to appoint competent officials under the law to prevent and suppress human trafficking to enforce the law more efficiently.
Mr. Wannarat continued that the training is organized for participants to know and understand the policy on the prevention and suppression of human trafficking and forced labor or services, including supporting victims of human trafficking and forced labour or services following legal and international principles. The Ministry of Labour is ready to join forces with the multidisciplinary team and all sectors in driving the fight against human trafficking, to eliminate forced labour and human trafficking in Thailand, and to enable Thailand to comply with the minimum standards of the United States and continue to be ranked in the Trafficking in Persons Report as Tier 1.
