วันที่ 29 มีนาคม 2566 นายสุรชัย ชัยตระกูลทอง ผู้ช่วยรัฐมนตรีประจำกระทรวงแรงงาน เป็นประธานพิธีลงนามบันทึกความร่วมมือว่าด้วย “การส่งเสริมการมีงานทำของคนพิการ” ระหว่าง กระทรวงแรงงาน โดย กรมการจัดหางาน กรมพัฒนาฝีมือแรงงาน และสำนักงานประกันสังคม ร่วมกับ มูลนิธิเลนำคิน มูลนิธิภาณี ยิบอินซอย และมูลนิธิพระมหาไถ่เพื่อการพัฒนาคนพิการ โดยมี บาทหลวงภัทรพงศ์ ศรีวรกุล ประธานมูลนิธิพระมหาไถ่เพื่อการพัฒนาคนพิการ ประธานมูลนิธิเลนำคิน ประธานมูลนิธิภาณี ยิบอินซอย ผู้บริหารระดับสูงกระทรวงแรงงาน และหัวหน้าส่วนราชการหน่วยงานในสังกัดกระทรวงแรงงานจังหวัดชลบุรี ร่วมให้การต้อนรับ ณ มูลนิธิพระมหาไถ่เพื่อการพัฒนาคนพิการ เมืองพัทยา จังหวัดชลบุรี
นายสุรชัย กล่าวว่า กระทรวงแรงงาน มีนโยบายสำคัญเพื่อสร้างโอกาสและความเสมอภาคใน “กลุ่มเปราะบาง ผู้ด้อยโอกาส และผู้พิการ” โดยผู้พิการถือเป็นกลุ่มเป้าหมายที่สำคัญที่จะต้องส่งเสริมให้มีงานทำ มีรายได้ เพื่อให้มีคุณภาพชีวิตที่ดียิ่งขึ้น ซึ่งที่ผ่านมากระทรวงแรงงานพยายามดำเนินการเพื่อให้คนพิการเข้าถึงข้อมูลตำแหน่งงานว่าง การแนะแนวอาชีพ การฝึกอาชีพ การพัฒนาฝีมือ ตลอดจนการฟื้นฟูศักยภาพเพื่อให้ผู้พิการสามารถทำงานและใช้ชีวิตในสังคมได้อย่างปกติ กระผมขอถือโอกาสนี้ ขอบคุณทุกภาคส่วน ที่ร่วมมือกันทำให้คนพิการได้มีงานทำ มีอาชีพ มีรายได้ มีคุณภาพชีวิตที่ดี ตามเจตนารมณ์ของรัฐบาล และกระทรวงแรงงานที่จะให้คนไทยทุกคนมีความสุขด้วยกันโดย “ไม่ทิ้งใครไว้ข้างหลัง” และในโอกาสที่มูลนิธิพระมหาไถ่เพื่อการพัฒนา คนพิการ มูลนิธิเลนาคิน มูลนิธิภาณี ยิบอินซอย ร่วมกับหน่วยงานในสังกัดกระทรวงแรงงาน ได้แก่ กรมการจัดหางาน กรมพัฒนาฝีมือแรงงาน และสำนักงานประกันสังคม ได้แสดงเจตนารมณ์ร่วมกันลงนามบันทึกความร่วมมือว่าด้วย “การส่งเสริมการมีงานทำของคนพิการ”
นายสุรชัย กล่าวว่า การลงนามความร่วมมือในครั้งนี้เพื่อพัฒนาระบบดิจิทัลแพลตฟอร์มสำหรับให้บริการข้อมูลการส่งเสริมการมีงานทำของคนพิการหรือผู้มีส่วนเกี่ยวข้อง ตลอดจนส่งเสริมด้านการฟื้นฟูด้านอาชีพแก่คนพิการ บริการฝึกอาชีพและพัฒนาทักษะฝีมือแรงงาน บริการแนะแนวอาชีพและจัดหางาน การพัฒนาผู้ฝึก การให้บริการสื่อ สิ่งอำนวยความสะดวก เทคโนโลยีต่างๆ และรวบรวมข้อเสนอในการพัฒนานโยบาย หรือแนวปฏิบัติเกี่ยวกับการส่งเสริมการมีงานทาของคนพิการอีกด้วย นับว่าเป็นนิมิตหมายที่ดีที่แสดงออกถึงการรวมพลังของภาครัฐ และภาคเอกชนในการแสดงเจตนารมณ์ร่วมกันทำให้คนพิการได้มีงานทำ มีรายได้ และ มีคุณภาพชีวิตที่ดีขึ้น ซึ่งสอดคล้องกับนโยบายรัฐบาลที่มุ่งดูแลคุณภาพชีวิตและการส่งเสริมการมีงานทำแก่แรงงานทุกกลุ่ม โดยไม่ทิ้งใครไว้ข้างหลัง

On March 29, 2023, the Assistant to the Labour Minister, Mr. Surachai Chaitrakulthong, presided over the signing ceremony of the Memorandum of Cooperation on “Promoting the Employment of People with Disabilities” between the Ministry of Labour’s Department of Employment, the Department of Skill Development, and the Social Security Office, together with the Lenamkin Foundation, the Pani Yip In Soi Foundation, and the Redemptorist Foundation for People with Disabilities. Reverend Pattarapong Sriworakul, President of the Redemptorist Foundation for People with Disabilities, President of Lenamkin Foundation, President of the Panee Yip In Tsoi Foundation, the Ministry of Labour’s executives and heads of government agencies under the Ministry of Labour in Chonburi Province joined the welcoming at the Redemptorist Foundation for People with Disabilities, Pattaya City, Chonburi Province.
Mr. Surachai said that the Ministry of Labour has an important policy to create equal opportunities for “vulnerable groups, the disadvantaged, and the disabled .”People with disabilities are considered an important target group that must be promoted to have jobs, an income, and a better quality of life. In the past, the Ministry of Labour has tried to make it easier for people with disabilities to access job vacancies, career guidance, vocational training, and skill development, as well as rehabilitate their potential so that people with disabilities can work normally and live in society. He said that he would like to take this opportunity to thank all sectors for working together to enable people with disabilities to have jobs, a career, income, and a good quality of life, following the intentions of the government and the Ministry of Labour, which is to make all Thai people happy and to “leave no one behind .”And on the occasion that the Redemptorist Foundation for People with Disabilities, the Lenakin Foundation, and the Pani Yip In Tsoi Foundation, in collaboration with agencies under the Ministry of Labour, namely the Department of Employment, the Department of Skill Development and the Social Security Office, have expressed their intention to sign a Memorandum of Cooperation on “Promoting the Employment of People with Disabilities.”
Mr. Surachai said that the signing of this collaboration is to develop a digital platform for providing information services to promote employment of people with disabilities or stakeholders, as well as promoting vocational rehabilitation for people with disabilities, vocational training, skill development services, career guidance and employment services, trainer development, media service facilities, various technologies and collect proposals for policy development or guidelines for promoting employment of persons with disabilities. It is a good sign that shows the power of the government sector and private sectors’ power in expressing their intention to enable people with disabilities to have employment, income, and a better quality of life. This is in line with the government policy that focuses on improving the quality of life and promoting employment for all workers without leaving anyone behind.
