วันที่ 9 มิถุนายน 2566 เวลา 09.00 น. นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานในพิธีเปิดงานวันต่อต้านการใช้แรงงานเด็กโลก 12 มิถุนายน ประจำปี 2566 พร้อมด้วยคณะผู้บริหารระดับสูง มุ่งขจัดปัญหาการใช้แรงงานเด็กในรูปแบบเลวร้ายทุกรูปแบบให้หมดสิ้นไป ภายใต้การดำเนินการตามแผนปฏิบัติการด้านการขจัดการใช้แรงงานเด็กในรูปแบบที่เลวร้าย ปีงบประมาณ พ.ศ. 2566 – 2570 ณ ห้องประชุมกระทรวงแรงงาน ชั้น 5 กระทรวงแรงงาน
นายบุญชอบ กล่าวว่าภายหลังเป็นประธานเปิดงานวันต่อต้านการใช้แรงงานเด็กโลก 12 มิถุนายน ประจำปี 2566 ว่า องค์การแรงงานระหว่างประเทศ (ILO) ได้กำหนดให้วันที่ 12 มิถุนายน ของทุกปี เป็นวันต่อต้านการใช้แรงงานเด็กโลก (World Day Against Child Labour) เพื่อกระตุ้นให้สังคมได้เห็นถึงความสำคัญต่อการดำเนินการป้องกันและขจัดปัญหาการใช้แรงงานเด็ก ซึ่งในปีนี้ไอแอลโอได้กำหนดแนวคิดหลัก คือ ความยุติธรรมทางสังคมสำหรับทุกคน ยุติการใช้แรงงานเด็ก (Social Justice for All. End Child Labour) มุ่งเน้นให้ทุกภาคส่วนร่วมกันต่อต้านการใช้แรงงานเด็กในมิติต่าง ๆ เพื่อให้เด็กทุกคนมีคุณภาพชีวิตที่ดีและเป็นกำลังสำคัญในการขับเคลื่อนประเทศ สำหรับการจัดงานในวันนี้มีผู้เข้าร่วมกิจกรรม ได้แก่ หน่วยงานภาครัฐ นายจ้าง ลูกจ้าง องค์กรพัฒนาเอกชน ผู้แทนสถานเอกอัครราชทูตประจำประเทศไทย นักเรียน และประชาชนทั่วไป จำนวนกว่า 300 คน ทั้งภายในห้องประชุมและผ่านสื่ออิเล็กทรอนิกส์ (Zoom) โดยผู้เข้าร่วมประชุมได้ร่วมกันแสดงสัญลักษณ์การต่อต้านการใช้แรงงานเด็ก เพื่อสื่อถึงความร่วมมือร่วมใจจากทุกภาคส่วนในการขจัดการใช้แรงงานเด็กในรูปแบบที่เลวร้าย
ด้าน ว่าที่ร้อยตรี สมศักดิ์ พรหมดำ รองอธิบดีกรมสวัสดิการและคุ้มครองแรงงาน (กสร.) กล่าวเพิ่มเติมว่า กระทรวงแรงงาน โดยกรมสวัสดิการและคุ้มครองแรงงาน ในฐานะหน่วยงานหลักในการคุ้มครองแรงงาน ได้ดำเนินการตามมาตรการและแก้ไขปัญหาการใช้แรงงานเด็กในรูปแบบเลวร้ายทุกรูปแบบร่วมกับองค์การแรงงานระหว่างประเทศ (ILO) มาอย่างต่อเนื่อง เพื่อให้การดำเนินการดังกล่าวมีประสิทธิภาพและเป็นที่ยอมรับในระดับสากล กรมสวัสดิการและคุ้มครองแรงงานได้จัดทำแผนปฏิบัติการด้านการขจัดการใช้แรงงานเด็กในรูปแบบที่เลวร้าย ปีงบประมาณ พ.ศ. 2566 – 2570 ขึ้น โดยกำหนดมาตรการในการดำเนินการต่าง ๆ เช่น การสร้างความตระหนักรู้และสื่อสารต่อสาธารณะเรื่องการใช้แรงงานเด็กในรูปแบบที่เลวร้ายทุกรูปแบบให้แก่ทุกภาคส่วน การบังคับใช้กฎหมาย การส่งเสริมกลไกความร่วมมือทุกภาคส่วนในการดำเนินการป้องกันและขจัดการใช้แรงงานเด็กในรูปแบบที่เลวร้าย การช่วยเหลือ คุ้มครอง บำบัดฟื้นฟู เยียวยาตามหลักสิทธิเด็ก สิทธิมนุษยชนและมนุษยธรรมอย่างครอบคลุมและยั่งยืน มาตรการเหล่านี้จะเป็นกลไกหลักให้หน่วยงานต่าง ๆ นำไปใช้เป็นแนวทางในการแก้ไขปัญหาการใช้แรงงานเด็กในรูปแบบที่เลวร้ายอย่างครอบคลุมทุกมิติต่อไป
On June 9, 2023, at 09.00 hours, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, presided over the opening ceremony of the World Day Against Child Labour, on June 12, 2023, along with senior executives. The event aims to eradicate child labour in all its worst forms under the implementation of the action plan to eliminate the worst forms of child labour for the fiscal year 2023 – 2027. The occasion took place at the Ministry of Labour’s meeting room, 5th floor, Ministry of Labour.
Mr. Boonchob gave a speech after chairing the World Day Against Child Labour opening ceremony on June 12, 2023. He said that the International Labour Organization (ILO) had designated June 12 of each year as the World Day Against Child Labour to encourage society to recognize the importance of taking action to prevent and eliminate child labour. This year, the ILO has set its main theme: Social Justice for All. End Child Labour. It focuses on all sectors working together against child labour in various dimensions so that every child has a good quality of life. It is an important force in driving the country. Today’s event had participants, including government agencies, employers, employees, non-governmental organizations, representatives of the embassies in Thailand, students, and the general public, totaling over 300 people. The occasion took place both in the meeting room and via electronic media (Zoom), in which the participants displayed anti-child labour symbols to convey the cooperation from all sectors in eliminating the worst forms of child labour.
The Department of Labour Protection and Welfare’s Deputy Director-General, Acting Second Lieutenant Somsak Promdam, added that the Ministry of Labour’s Department of Labour Protection and Welfare is the main agency for labour protection. It has continuously implemented measures to resolve child labour in all forms, together with the International Labour Organization (ILO). It aims to make such operations effective and internationally accepted. The Department of Labour Protection and Welfare has prepared an action plan to eliminate the worst forms of child labour for 2023-2027 by setting up measures for activities such as raising awareness and communicating information on child labour in all its worst forms to all sectors. It focuses on law enforcement, the promotion of mechanisms for cooperation from all sectors in preventing and eliminating the worst forms of child labour, assistance, protection, treatment, rehabilitation, and remediation according to the principles of child rights. It aims to drive comprehensive and sustainable human and humanitarian rights. These measures will be the main mechanism for various agencies to use as a guideline to resolve child labour comprehensively in all dimensions.
