วันที่ 24 เมษายน 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานในพิธีเปิดการฝึกอบรมหลักสูตรนักบริหารระดับสูงกระทรวงแรงงาน (นบส.รง.) รุ่นที่ 1 ประจำปีงบประมาณ พ.ศ.2566 โดยมี นายประทีป ทรงลำยอง รองปลัดกระทรวงแรงงาน นายวรรณรัตน์ ศรีสุขใส รองปลัดกระทรวงแรงงาน พร้อมด้วย ผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วมในครั้งนี้ด้วย ณ ห้องพาโนรามา 2 ชั้น 14 โรงแรม ดิ เอมเมอรัลด์ ถนนรัชดาภิเษก เขตดินแดง กรุงเทพมหานคร
นายบุญชอบ กล่าวว่า การฝึกอบรมในครั้งนี้ ถือเป็นจุดเริ่มต้นที่สำคัญยิ่ง เนื่องจากเป็นหลักสูตรที่ได้รับการรับรองอย่างเป็นทางการจากสำนักงาน ก.พ.เป็นครั้งแรก และเป็นการอบรมร่วมกันจากทุกหน่วยงานในสังกัดกระทรวงแรงงาน รวมทั้งจากหน่วยงานราชการอื่นเข้าร่วมด้วย การฝึกอบรมหลักสูตรนี้ มีวัตถุประสงค์เพื่อเตรียมความพร้อมให้แก่ผู้ดำรงตำแหน่งประเภทอำนวยการหรือเทียบเท่าในการเข้าสู่ตำแหน่งประเภทบริหาร ระดับต้น เพื่อให้สามารถปฏิบัติหน้าที่ในตำแหน่งระดับบริหารได้อย่างมีประสิทธิภาพ และเป็นผู้บริหารมืออาชีพ สอดรับกับสถานการณ์และสภาพแวดล้อมที่เปลี่ยนแปลงไป รวมทั้งสร้างเครือข่ายและบูรณาการการทำงานด้านแรงงาน โดยมีผู้เข้ารับการฝึกอบรมเป็นข้าราชการที่ดำรงตำแหน่งประเภทอำนวยการจากหน่วยงานในสังกัดกระทรวงแรงงาน จำนวน 30 ราย และหน่วยงานภายนอก จำนวน 5 ราย จากกระทรวงการคลัง กระทรวงการท่องเที่ยวและกีฬา และกระทรวงเกษตรและสหกรณ์ รวมทั้งสิ้น จำนวน 35 ราย โครงสร้างของหลักสูตร แบ่งออกเป็น 4 ช่วง รวม 168 ชั่วโมง ประกอบด้วย กิจกรรมเตรียมความพร้อม กิจกรรมการเรียนรู้ การจัดทำข้อเสนอเพื่อขับเคลื่อนนโยบายสู่การปฏิบัติในรูปแบบผลงานรายบุคคลและผลงานกลุ่ม สรุปผลการเรียนรู้ การนำเสนอรายงานการศึกษาส่วนบุคคล (IS) และรายงานการศึกษากลุ่ม (GP) รวมทั้งการประเมินสมรรถนะทางการบริหาร
นายบุญชอบ กล่าวต่อว่า นอกจากความรู้ภาควิชาการที่ได้รับจากวิทยากรผู้ทรงคุณวุฒิและอาจารย์ที่ปรึกษาประจำหลักสูตรแล้ว หลักสูตรนี้ยังได้จัดให้มีการศึกษาดูงานในประเทศเกี่ยวกับ Health management การบริหารจัดการองค์กรคนดี อาชีวอนามัยและสภาพแวดล้อมในการทำงาน การจัดการสภาวะฉุกเฉินและกิจการเพื่อสังคม การดำเนินการด้านแรงงานสัมพันธ์ และการบริหารกิจการในภาวะวิกฤติ ณ จังหวัดสมุทรปราการ ชลบุรี และระยอง ซึ่งผู้เข้ารับการฝึกอบรมจะได้นำความรู้ ประสบการณ์ที่ได้รับไปปรับใช้ให้เกิดประโยชน์ และบังเกิดผลอย่างจริงจังในการปฏิบัติหน้าที่ราชการต่อไป
“ขอให้ผู้ที่เข้ารับการอบรมได้ใช้โอกาสในครั้งนี้ เรียนรู้ แลกเปลี่ยนความคิดเห็นซักถามให้เกิดความเข้าใจอย่างถ่องแท้ รวมทั้งใช้พลังความคิดสร้างสรรค์ เพื่อพัฒนาตนเองในการเสริมสร้างสมรรถนะความเป็นผู้นำ (Leadership Competence) ความสามารถทางการบริหาร (Management Competence) และมีคุณธรรมจริยธรรมในการทำงานให้เป็นคนดี คนเก่ง ในระบบราชการ และมีความพร้อมในการก้าวขึ้นเป็นผู้บริหารของหน่วยงานในอนาคต เพื่อขับเคลื่อนภารกิจราชการได้อย่างมีประสิทธิภาพ ทันต่อการเปลี่ยนแปลง เพื่อประโยชน์สูงสุดของประเทศชาติต่อไป” นายบุญชอบ กล่าวท้ายสุด

On April 24, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, presided over the opening ceremony of the Ministry of Labour’s Senior Executive Training Course, Class 1, for the 2023 fiscal year. The Deputy Permanent Secretary of Labour, Mr. Prateep Songlamyong, the Deputy Permanent Secretary of Labour, Mr. Wannarat Srisuksai, and the Ministry of Labour’s executives joined the occasion at the Panorama Room 2, 14th floor, The Emerald Hotel, Ratchadaphisek Road, Din Daeng, Bangkok.
Mr. Boonchob said that this training is a very important starting point. It is a course that, for the first time, has been officially certified by the Office of the Civil Service Commission and is a joint training from all agencies under the Ministry of Labour. Other government agencies also participated in this training course. The objective is to prepare officials in managerial positions or equivalent for an entry-level executive position to effectively perform their duties at that level. It aims to support professional managers in line with the changing situation and environment, create a network and integrate labour work. There were 30 civil servant trainees holding directorial positions from agencies under the Ministry of Labour, and five external agencies from the Ministry of Finance, the Ministry of Tourism and Sports, and the Ministry of Agriculture and Cooperatives, totaling 35 subjects. The structure of the curriculum is divided into four sessions, totaling 168 hours, consisting of preparation activities, learning activities, creating proposals to drive policies into practice in the form of individual and group contributions, learning summaries, presentation of individual study reports (IS) and group study reports (GP) as well as assessment of administrative competency.
Mr. Boonchob continued that in addition to the academic knowledge gained from qualified speakers and program advisors, the course also provides a study tour in the country about health management, managing good people, occupational health and working environment, emergency management, and social enterprise, the implementation of labour relations and business management in times of crisis in Samut Prakan, Chonburi, and Rayong provinces. Trainees can use their knowledge and experiences gained and apply them for further benefit and improve the performance of official duties.
