วันที่ 23 มีนาคม 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน เป็นประธานในพิธีเปิดโครงการประชุมเชิงปฏิบัติการทบทวนมาตรฐานการปฏิบัติงาน (SOP) และประเมินผลการดำเนินงานตามแผนปฏิบัติการว่าด้วยกลไกการส่งต่อระดับชาติ การบริหารจัดการคดี และการช่วยเหลือคุ้มครองผู้เสียหายจากการค้ามนุษย์ และการบังคับใช้แรงงานหรือบริการ พ.ศ. 2565 โดยมี นางสาวกรจิรัฏฐ์ พงจันทร์ศธร ผู้ช่วยปลัดกระทรวงแรงงาน นางสาวอภิรดี เทียนทอง กรรมการผู้ทรงคุณวุฒิ คณะกรรมการป้องกันและปราบปรามการค้ามนุษย์ (ปคม.) ผู้แทนกระทรวงมหาดไทย สำนักงานตำรวจแห่งชาติ กระทรวงการพัฒนาสังคมและความมั่นคงของมนุษย์และเจ้าหน้าที่สำนักงานแรงงานจังหวัด 76 จังหวัด เข้าร่วมด้วย ณ โรงแรมดิเอมเมอรัลด์ ถนนรัชดาภิเษก เขตดินแดง กรุงเทพมหานคร
นายบุญชอบ กล่าวว่า กระทรวงแรงงานเป็นหน่วยงานสำคัญและเป็นหน่วยงานหลักในการต่อต้านการค้ามนุษย์ ภายใต้ยุทธศาสตร์ 20 ปี ด้านความมั่นคง โดยรับผิดชอบเป็นเจ้าภาพหลักในการป้องกันการค้ามนุษย์ของประเทศไทย ซึ่งเป็นนโยบายสำคัญของรัฐบาลที่ได้กำหนดเป็นวาระแห่งชาติ ในการยกระดับมาตรฐานการคุ้มครองดูแลและป้องกันไม่ให้แรงงานไทยและแรงงานต่างด้าวตกเป็นผู้เสียหายจากการค้ามนุษย์ ในปีงบประมาณ พ.ศ. 2566 และนายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ได้กำหนดนโยบายกระทรวงแรงงาน “MOL พลิกโฉมตลาดแรงงานไทย” ได้กำหนดให้ “เร่งรัดการแก้ไขปัญหาแรงงานต่างด้าวและป้องกันการค้ามนุษย์ เพื่อมุ่งสู่การเป็น Tier 1” และได้มอบหมายให้หน่วยงานสังกัดกระทรวงแรงงานทั้งส่วนกลางและส่วนภูมิภาคนำมาตรฐานการปฏิบัติงาน (SOP) ในการคัดกรองผู้เสียหายจากการค้ามนุษย์ด้านแรงงานและการบังคับใช้แรงงาน และการนำแผนปฏิบัติการว่าด้วยกลไกการส่งต่อระดับชาติฯ (NRM) นำไปใช้เป็นแนวทางในการปฏิบัติงานด้านการป้องกันและแก้ไขปัญหาการบังคับใช้แรงงานหรือบริการและการค้ามนุษย์ด้านแรงงาน เพื่อยกระดับการปฏิบัติงานของเจ้าหน้าที่กระทรวงแรงงานในการป้องกันและแก้ไขปัญหาการค้ามนุษย์ทั้งในส่วนกลางและส่วนภูมิภาค
นายบุญชอบ กล่าวต่อว่า ในปี2566 กระทรวงแรงงานได้ร่วมกับหน่วยงานที่เกี่ยวข้องทั้งภาครัฐ และองค์กรพัฒนาเอกชน (NGO) ดำเนินการปรับปรุงมาตรฐานการปฏิบัติงาน (SOP) และแผนปฏิบัติการว่าด้วยกลไกการส่งต่อระดับชาติฯ (NRM) ดังกล่าว และการประชุมเชิงปฏิบัติการฯ ในวันนี้เป็นส่วนสำคัญในกระบวนการปรับปรุงแก้ไขมาตรฐานการปฏิบัติงาน (SOP) แผนปฏิบัติการว่าด้วยกลไกการส่งต่อระดับชาติฯ (NRM) ให้มีประสิทธิภาพ สอดคล้องกับการปฏิบัติงานมากขึ้น
“ทุกหน่วยงานในสังกัดกระทรวงแรงงาน พร้อมที่จะร่วมผนึกกำลังกับทุกภาคส่วน ในการขับเคลื่อนการต่อต้านการค้ามนุษย์ ขจัดการบังคับใช้แรงงานและการค้ามนุษย์ในประเทศไทย และเพื่อให้ประเทศไทยสามารถปฏิบัติตามมาตรฐานขั้นต่ำของสหรัฐฯ และได้รับการจัดอันดับในรายงานการค้ามนุษย์ให้อยู่ในระดับ Tier 1 ต่อไป” ปลัดฯ บุญชอบ กล่าวท้ายสุด

On March 23, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, presided over the opening ceremony of the workshop on reviewing Standard Operating Procedures (SOP) and evaluating the implementation of the action plans on the National Referral Mechanism, case management, and supporting the protection of victims of human trafficking, and forced labour or services in 2022. Assistant Permanent Secretary of Labour, Ms. Kornjirat Pongchansathorn, Executive Director of the Anti-Human Trafficking Commission, Ms. Apiradee Thienthong, representatives from the Ministry of Interior, the National Police Agency, the Ministry of Social Development and Human Security, and officials from the 76 Provincial Labour Office also joined the occasion at the Emerald Hotel, Ratchadaphisek Road, Din Daeng, Bangkok.
Mr. Boonchob said that the Ministry of Labour is the main agency in the fight against human trafficking under the 20-year strategy for security. It is responsible for being the main agency in preventing human trafficking in Thailand, an important government policy set on the national agenda to raise standards to protect and prevent Thai and foreign workers from becoming victims of human trafficking in 2023. The Labour Minister, Mr. Suchart Chomklin, has set the Ministry of Labour’s policy as “MOL Transforming the Thai Labour Market.” He is determined to “accelerate resolutions to the problem of migrant workers and to prevent human trafficking in a drive towards being ranked at Tier 1,” and assigned agencies under the Ministry of Labour, in both central and provincial areas, to implement the Standard Operating Procedures (SOPs) in screening victims of human trafficking and forced labour, and adopt the National Referral Mechanism (NRM) Action Plan as a guideline for the prevention and remediation of forced labour or services, and human trafficking in persons, to enhance the work of the Ministry of Labour’s officials in preventing and solving human trafficking problems both in the central and provincial areas.
Mr. Boonchob continued that in 2023, the Ministry of Labour worked with relevant government agencies and Non-Governmental Organizations (NGOs) to improve the Standard Operating Procedures (SOP) and Action Plan on the National Referral Mechanisms (NRM). Today is an important part of revising the Standard Operating Procedures (SOP) of the National Referral Mechanism (NRM) Action Plan to align more with the work.
“Every agency under the Ministry of Labour is ready to join forces with all sectors in driving the fight against human trafficking to eliminate forced labour and human trafficking in Thailand. It strives for Thailand to comply with the minimum standards of the United States. It will continue to push forward to be ranked Tier 1 in the Human Trafficking Report,” concluded the Permanent Secretary, Mr. Boonchob.
