รมว. สุชาติ ส่งที่ปรึกษา รมว.แรงงาน แก้ไขปัญหาข้อพิพาทแรงงาน อ.แหลมฉบัง จ.ชลบุรี สำเร็จ ภายหลังลงพื้นที่ร่วมกับพนักงานประนอมฯ กสร.เพื่อร่วมแก้ไขปัญหาอย่างต่อเนื่อง แนะนายจ้างลูกจ้างต้องใช้หลักสุจริตใจและแรงงานสัมพันธ์ที่ดี
วันนี้ (30 มิ.ย 66) นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน เปิดเผยถึง กรณีข้อพิพาทแรงงานระหว่างนายจ้างกับสหภาพแรงงานยานยนต์ในนิคมฯ แหลมฉบัง จ.ชลบุรี ว่าตนไม่ได้นิ่งนอนใจและติดตามสถานการณ์มาตลอด ได้มอบหมายให้ นายมานิตย์ พรหมการีย์กุล ที่ปรึกษารัฐมนตรีว่าการกระทรวงแรงงาน ร่วมกับกรมสวัสดิการและคุ้มครองแรงงาน ลงพื้นที่เจรจาไกล่เกลี่ยเหตุพิพาทดังกล่าวอย่างต่อเนื่อง โดยตนได้ให้แนวทางในการการเจรจาระหว่างนายจ้างที่มีอำนาจตัดสินใจกับสหภาพแรงงานในครั้งนี้ ต้องอยู่ภายใต้หลักแรงงานสัมพันธ์ที่ดี เพื่อให้เกิดข้อตกลงด้วยการประสานประโยชน์ร่วมกัน ทำให้สามารถหาแนวทางแก้ไขปัญหาจนเป็นที่ยุติและทำข้อตกลงเกี่ยวกับสภาพการจ้างร่วมกัน ซึ่งตนรู้สึกยินดีเป็นอย่างยิ่งที่ได้เป็นส่วนหนึ่งในการสานสัมพันธ์ให้ทั้งสองฝ่ายก้าวข้ามอุปสรรคและปัญหาที่เกิดขึ้นเพื่อทำงานร่วมกันอย่างราบรื่นต่อไปในอนาคต
ด้าน นายมานิตย์ พรหมการีย์กุล ที่ปรึกษารัฐมนตรีว่าการกระทรวงแรงงาน กล่าวว่า การเจรจาทั้งสองฝ่ายได้เห็นพ้องร่วมกันที่จะหาทางออกที่ดีอย่างครอบคลุม โดยได้ทำบันทึกข้อตกลงร่วมกัน มีสาระสำคัญ ได้แก่ นายจ้างตกลงจ่ายเงินโบนัสประจำปี 2566 พร้อมเงินช่วยเหลือค่าเดินทางกลับบ้านสงกรานต์,ปรับค่าจ้างประจำปี 2566, ปรับเพิ่มค่าเช่าบ้าน, เพิ่มค่ารักษาพยาบาลผู้ป่วยนอก (OPD), ปรับเพิ่มอัตราเงินสมทบกองทุนสำรองเลี้ยงชีพสำหรับพนักงานที่อายุงาน 20 ปี ขึ้นไป โดยข้อตกลงดังกล่าว มีผลใช้บังคับ 1 ปี นับแต่วันที่ทำข้อตกลงเกี่ยวกับสภาพการจ้าง
นายนิยม สองแก้ว อธิบดีกรมสวัสดิการและคุ้มครองแรงงาน (กสร.) กล่าวเพิ่มเติมว่า ผมขอฝากไปยังนายจ้าง ลูกจ้างให้ใช้หลักแรงงานสัมพันธ์ในรูปแบบทวิภาคีบนพื้นฐานของหลักสุจริตใจ ในการทำงานร่วมกันเพื่อให้เกิดประโยชน์แก่ทั้งสองฝ่าย หากต้องการคำแนะนำเพิ่มเติมสามารถติดต่อสอบถามได้ ที่สำนักงานสวัสดิการและคุ้มครองแรงงานกรุงเทพมหานคร 10 พื้นที่ หรือสำนักสวัสดิการและคุ้มครองแรงงานจังหวัดทุกจังหวัด
The Labour Minister, Mr. Suchart Chomklin, assigned his Advisor to solve the labour dispute in Laem Chabang District, Chonburi Province, which was a success, after visiting the area with the staff from the Department of Labour Protection and Welfare to jointly solve issues continuously. He advised employers and employees to use the principle of honesty and good labour relations.
Today (June 30, 2023), the Labour Minister, Mr. Suchart Chomklin, spoke about the labour dispute between employers and automotive workers unions in Laem Chabang Industrial Estate, Chonburi Province. He said he consistently monitored the situation and assigned the Labour Minister’s Advisor, Mr. Manit Promkareekul, and the Department of Labor Protection and Welfare to negotiate and reconcile the disputes above. He provided guidelines for negotiations between employers with decision-making powers and labour unions, advising good labour relations principles to reach an agreement with mutual benefit. He said that synergies enable a solution to be found until the issue is settled and an agreement on the conditions of employment is jointly reached. The Labour Minister said he is pleased to be a part of building relationships for both sides to overcome obstacles and problems that arise to work together smoothly in the future.
The Labour Minister’s Advisor, Mr. Manit Promkareekul, said that the negotiations from both parties agreed to find a comprehensive solution by having made a Memorandum of Agreement. The essence of which is that the employer agrees to pay bonuses for 2023 along with subsidies for traveling back home during Songkran, wage adjustments for 2023, housing allowance increases, outpatient medical expenses ( OPD) increases, and an increase in the rate of contributions to the provident fund for employees who have been working for 20 years or more, valid for one year from the date of the agreement on the conditions of employment.
The Department of Labour Protection and Welfare’s Director-General, Mr. Niyom Songkaew, added that he would like to ask employers and employees to apply the principles of bilateral labour relations based on good faith to work together to benefit both parties.
