วันที่ 6 ตุลาคม 2566 เวลา 15.00 น. นายพิพัฒน์ รัชกิจประการ รัฐมนตรีว่าการกระทรวงแรงงาน มอบหมายให้ นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน พร้อมด้วย นายสันติ นันตสุวรรณ รองอธิบดีกรมการจัดหางาน ร่วมการประชุมหารือแนวทางการดึงดูดกำลังคนดิจิทัลสาขาขาดแคลนเข้าสู่ระบบเศรษฐกิจไทย (Global Digital Talent Visa) โดยมี นายประเสริฐ จันทรรวงทอง รัฐมนตรีว่าการกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม เป็นประธานการประชุม พร้อมด้วยผู้บริหารและเจ้าหน้าที่หน่วยงานที่เกี่ยวข้อง ซึ่งในส่วนของกระทรวงแรงงาน มีเจ้าหน้าที่กรมการจัดหางาน เข้าร่วมประชุมด้วย ณ ห้องประชุม ชั้น 9 กระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม ศูนย์ราชการเฉลิมพระเกียรติ 80 พรรษา อาคารรัฐประศาสนภักดี ถนนแจ้งวัฒนะ เขตหลักสี่ กรุงเทพฯ
สำหรับการประชุมในครั้งนี้ จัดขึ้นโดยกระทรวงดิจิทัลเพื่อเศรษฐกิจและสังคม โดย สำนักงานส่งเสริมเศรษฐกิจดิจิทัลได้จัดทำ (ร่าง) แนวทางการดึงดูดกำลังคนดิจิทัลสาขาขาดแคลนเข้าสู่ระบบเศรษฐกิจไทย ซึ่งได้มีการประชุมหารือเพื่อให้มีการบูรณาการร่วมกันกับหน่วยงานที่เกี่ยวข้อง ตามนโยบายในการเพิ่มศักยภาพทุนมนุษย์ด้านดิจิทัลของประเทศ (Human Capital) ซึ่งเป็นเสาหลักหนึ่งภายใต้แผนงาน “The Growth Engine of Thailand” โดยมีเป้าหมายในการดึงดูดกำลังคนดิจิทัลสาขาขาดแคลนเข้าสู่ระบบเศรษฐกิจไทย เพื่อพัฒนาความรู้ ความสามารถ และทักษะด้านเทคโนโลยีและนวัตกรรมดิจิทัลของคนไทย โดยผลักดันต่อยอดจาก Smart Visa และ Long Term Resident Visa ให้มี Global Digital Talent Visa สำหรับเด็กที่จบในมหาวิทยาลัย Top 600 ระดับโลกได้มาท่องเที่ยวและทำงานให้กับบริษัทไทยที่มีความตกลงได้สะดวกรวดเร็วยิ่งขึ้น ประกอบกับการลงพื้นที่ของนายกรัฐมนตรีเมื่อวันที่ 17 กันยายน 2566 ณ จังหวัดเชียงใหม่ ได้ร่วมหารือกับกลุ่ม Digital Nomad ซึ่งเป็นกลุ่มที่มีจำนวนมากกว่า 5,000 – 6,000 คน ได้ร้องขอให้รัฐบาลสนับสนุนการอำนวยความสะดวกและสร้างแรงจูงใจของกลุ่ม Digital Nomad ให้เข้ามาทำงานในไทยเพิ่มขึ้นด้วย
On October 6, 2023, at 15.00 hours, the Labour Minister, Mr. Phiphat Ratchakitprakarn, assigned the Permanent Secretary of Labour, Mr. Pairoj Chotiksetian, and the Department of Employment’s Deputy Director-General, Mr. Santi Nantasuwan, participated in a meeting to discuss ways to attract digital manpower in shortage professions into the Thai economy (Global Digital Talent Visa). The Minister of Digital Economy and Society, Mr. Prasert Chandraruangthong, and executives and officials of related agencies under the Ministry of Labour joined, including officials from the Department of Employment. The meeting took place at the meeting room on the 9th floor, Ministry of Digital Economy and Society, Government Center Commemorating His Majesty the King’s 80th Anniversary, Ratthaprasana Phakdi Building, Chaengwattana Road, Lak Si District, Bangkok.
The Ministry of Digital Economy and Society organized the meeting. The Digital Economy Promotion Agency prepared (draft) guidelines for attracting digital manpower in shortages in the Thai economy. A meeting was held to discuss integration with relevant agencies, following the policy to increase the potential of the country’s digital human capital, one of the main pillars under the “The Growth Engine of Thailand” plan. It aims to attract digital manpower shortages into the Thai economy to develop Thai people’s knowledge, abilities, and skills in technology and digital innovation. It aims to build on the Smart Visa and Long Term Resident Visa, offering Global Digital Talent Visa for students graduating from world-class and top 600 universities globally, allowing visa holders to travel and work for Thai companies with agreements with them more conveniently. In addition, the Prime Minister’s visit to the area on September 17, 2023, in Chiang Mai Province, included a discussion with the Digital Nomad group, which is a group with more than 5,000 – 6,000 people. They requested the government to support facilitation and incentives for more Digital Nomad groups to come and work in Thailand.
