วันที่ 9 มีนาคม 2566 นายบุญชอบ สุทธมนัสวงษ์ ปลัดกระทรวงแรงงาน ให้การต้อนรับ นายเจมส์ แอล เวย์แมน (Mr.Jame L.Wayman) ที่ปรึกษาฝ่ายการเมืองสถานเอกอัครราชทูตสหรัฐอเมริกาประจำประเทศไทย และคณะ ในโอกาสเข้าเยี่ยมคารวะเพื่อหารือประเด็นสถานการณ์และความร่วมมือระหว่างไทยกับสหรัฐอเมริกาในการขจัดการค้ามนุษย์ด้านแรงงาน แรงงานบังคับ และแรงงานเด็ก โดยมี ผู้บริหารระดับสูงกระทรวงแรงงาน เข้าร่วมด้วยณ ห้องประชุมปลัดกระทรวงแรงงาน ชั้น 7 อาคารกระทรวงแรงงาน
นายบุญชอบ กล่าวว่า รัฐบาลภายใต้การนำของ ท่าน พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรีและรัฐมนตรีว่าการกระทรวงกลาโหม ได้ให้ความสำคัญกับการแก้ไขปัญหาการค้ามนุษย์ที่รัฐบาลกำหนดให้เป็นวาระแห่งชาติ โดยมี พล.อ.ประวิตร วงษ์สุวรรณ รองนายกรัฐมนตรี ซึ่งกำกับดูแลการป้องกันและแก้ไขปัญหาการค้ามนุษย์ ได้เน้นย้ำให้หน่วยงานที่เกี่ยวข้องทุกหน่วยงานบูรณาการ โดยมอบหมายให้ พล.ต.อ.ธรรมศักดิ์ วิชชารยะ รองเลขาธิการนายกรัฐมนตรีฝ่ายการเมือง เป็นผู้ประสานงานหลักกับแต่ละหน่วยงานที่เกี่ยวข้องเพื่อให้การทำงานมีเอกภาพยิ่งขึ้น ตลอดจนมุ่งมั่นตั้งเป้าหมายยกระดับการป้องกันและปราบปรามการค้ามนุษย์ที่ปัจจุบันประเทศไทยอยู่ในระดับเทียร์ 2 และต้องการยกระดับให้อยู่ในระดับเทียร์ 1 ภายในปี 2566
นายบุญชอบ กล่าวต่อว่า ในส่วนของกระทรวงแรงงาน โดย นายสุชาติ ชมกลิ่น รัฐมนตรีว่าการกระทรวงแรงงาน ไม่ได้นิ่งนอนใจได้ให้ความสำคัญในการดำเนินการขับเคลื่อนนโยบายการป้องกันและแก้ไขปัญหาการค้ามนุษย์ด้านแรงงานในประเทศไทยมาอย่างต่อเนื่อง โดยให้หน่วยงานในสังกัดดําเนินการภายใต้แผนปฏิบัติการด้านการป้องและแก้ไขปัญหาการค้ามนุษย์ด้านแรงงาน ในแรงงานกลุ่มเสี่ยง เช่น แรงงานต่างด้าว แรงงานเด็ก แรงงานภาคประมง อาทิดำเนินการตรวจคัดกรองเบื้องต้นการบังคับใช้แรงงาน หรือบริการและการค้ามนุษย์ด้านแรงงานในรายงานต่างด้าวตามมาตรฐานการปฏิบัติงาน การตรวจคัดกรอง (SOP) ให้เป็นไปตามกลไกการส่งต่อระดับชาติ จัดตั้งศูนย์บัญชาการป้องกันการค้ามนุษย์ด้านแรงงาน และศูนย์ปฏิบัติการป้องกันการค้ามนุษย์ด้านแรงงาน กรมการจัดหางาน เพื่อดำเนินการป้องกันการค้ามนุษย์ด้านแรงงานให้เป็นไปอย่างมีประสิทธิภาพ ตรวจสถานประกอบกิจการทั้งด้านสภาพการจ้างงานและสภาพการทำงาน เฝ้าระวังผู้มีพฤติกรรมจะลักลอบไปทำงานที่ต่างประเทศ ตรวจคัดกรองลูกจ้างเกี่ยวกับสภาพการจ้างงาน การทำงาน แก้ไขปัญหาการทำประมงผิดกฎหมาย การใช้แรงงานเด็กในรูปแบบที่เลวร้าย นำเข้าและจัดส่งแรงงานตามระบบเอ็มโอยู เป็นต้น
“กระทรวงแรงงาน ในฐานะหน่วยงานหลักด้านการช่วยเหลือคุ้มครอง ป้องกัน และแก้ปัญหาเกี่ยวกับผู้เสียหายจากการค้ามนุษย์ด้านแรงงาน และจากการบังคับใช้แรงงานหรือบริการ มีความยินดีที่จะร่วมผนึกกำลังกับทุกภาคส่วน ทั้งหน่วยงานภาครัฐและองค์กรพัฒนาเอกชน(NGO) ในการขับเคลื่อนการต่อต้านการค้ามนุษย์ ขจัดการบังคับใช้แรงงานและการค้ามนุษย์ในประเทศไทย และเพื่อให้ประเทศไทยสามารถปฏิบัติตามมาตรฐานขั้นต่ำของสหรัฐฯ และได้รับการจัดอันดับในรายงานการค้ามนุษย์ให้อยู่ในระดับ Tier 1 ต่อไป” นายบุญชอบ กล่าวท้ายสุด

On March 9, 2023, the Permanent Secretary of Labour, Mr. Boonchob Suttamanaswong, welcomed Political Counselor to the Embassy of the United States of America in Thailand, Mr. James L. Wayman, and a delegation on a courtesy visit to discuss cooperation between Thailand and the United States on eliminating human trafficking in labour, forced labour and child labour. The Ministry of Labour’s executives joined the meeting at the Ministry of Labour’s meeting room, 7th floor, Ministry of Labour.
Mr. Boonchob said that the government, under the leadership of the Prime Minister and Minister of Defence, General Prayuth Chan-ocha, gives importance to solving human trafficking, which has been set as a national agenda. The Deputy Prime Minister, General Prawit Wongsuwan, who oversees the prevention and resolution of trafficking in persons, emphasizes the integration of all relevant agencies. Deputy Secretary-General to the Prime Minister for Political Affairs, Pol. Gen. Thammasak Wicharaya was assigned as the main coordinator with each relevant department to work more harmoniously, striving to set a goal to raise the prevention and suppression of human trafficking. Thailand is currently at Tier 2 with a goal to get to Tier 1 by 2023.
Mr. Boonchob said that the Ministry of Labour, by the Labour Minister Mr. Suchart Chomklin, gives importance to implementing the policy to prevent and solve human trafficking in Thailand. He has assigned subordinate agencies to operate under an action plan on preventing and resolving human trafficking in persons in risk groups such as migrant workers, child labour, and fishery workers. For example, agencies have conducted preliminary screening for forced labour or services and labor trafficking in foreign workers, following the Screening Operational Procedure (SOP) according to the national referral mechanisms, established a Human Trafficking Prevention Command Center and Anti-Human Trafficking Operations Center under the Department of Employment, to effectively prevent human trafficking. They have also inspected workplaces for both employment and working conditions, monitoring those who have the behaviour of being smuggled to work abroad. Additionally, employees have been screened regarding employment conditions to solve illegal fishing, the worst forms of child labour, and the import and delivery of workers according to the MOU system.
“The Ministry of Labour is the main agency to help protect, prevent, and solve problems related to victims of human trafficking and from forced labour or services. It is prepared to join forces with all sectors, including government and non-governmental organizations (NGOs), in driving the fight against human trafficking to eliminate forced labour and human trafficking in Thailand. It aims to enable Thailand to comply with the minimum standards of the United States and will continue on the mission to be ranked in the Human Trafficking Report as Tier 1,” concluded Mr. Boonchob.
