วันที่ 19 ตุลาคม 2566 นายไพโรจน์ โชติกเสถียร ปลัดกระทรวงแรงงาน เปิดเผยถึงความคืบหน้ากรณีแรงงานไทยที่ได้รับผลกระทบจากความไม่สงบในประเทศอิสราเอลและได้เดินทางกลับประเทศไทย ซึ่งมีความกังวลว่าจะไม่ได้กลับไปทำงานในอิสราเอลอีกนั้น เกี่ยวกับเรื่องนี้ ล่าสุดผมได้รับรายงานจากนายกิตติ์ธนา ศรีสุริยะ อัครราชทูตที่ปรึกษา (ฝ่ายแรงงาน) ประจำสถานเอกอัครราชทูต ณ กรุงเทลอาวีฟ ประเทศอิสราเอล ว่า ฝ่ายแรงงานฯ ได้เข้าพบ นายอิยัล ชิโซ (Mr.Gyal Siso) อธิบดีสำนักงานประชากรและคนเข้าเมืองอิสราเอล หรือ(Population and Immigration Authority – PIBA) และ Ms.Inbal Masshash ผู้อำนวยการกองบริหารแรงงานต่างชาติ เพื่อหารือในประเด็นการกลับมาทำงานในประเทศอิสราเอล ซึ่งจากผลการหารือสามารถแยกเป็นกลุ่ม ได้ดังนี้
กลุ่มแรก คือ กลุ่มแรงงานไทยที่ทำงานครบ 5 ปี 3 เดือน และเดินทางกลับไทยเนื่องจากสภาวะสงคราม รวมถึงกลุ่มที่กลับไทยไปก่อนหน้าที่จะเกิดสภาวะสงคราม 3 – 4 ปี สามารถกลับเข้าไปทำงานในอิสราเอลได้ ภายใต้เงื่อนไข ซึ่ง piba จะหารือกับหน่วยงานที่เกี่ยวข้อง รวมถึง กระทรวงแรงงานของไทย อีกครั้ง
และกลุ่มที่สอง คือ กลุ่มแรงงานไทยที่อยู่ในอิสราเอลโดยไม่มีวีซ่า และยังไม่เกิน 5 ปี 3 เดือน จะทำการต่อวีซ่าให้จนถึงเดือนพฤศจิกายน 2567 รวมถึงกลุ่มที่กำลังจะครบสัญญา 5 ปี 3 เดือน แต่ไม่เกินเดือนเมษายน 2567 และยังอยู่ในอิสราเอล piba จะดำเนินการต่อวีซ่าให้อีก 1 ปี ทั้งนี้ PIBA อยู่ระหว่างการเตรียมออกประกาศแจ้งข้อมูลรายละเอียดและข้อกำหนดต่างๆ ให้ทราบต่อไป และกระทรวงแรงงานจะแจ้งให้แรงงานไทยรับทราบถึงรายละเอียดทั้งหมดอีกครั้ง
“ขอให้พี่น้องแรงงานไทยคลายความกังวลเรื่องการกลับไปทำงานที่อิสราเอล กระทรวงแรงงานจะดำเนินการประสานอย่างใกล้ชิดกับทางการอิสราเอล เพื่อให้แรงงานไทยสามารถกลับเข้าไปทำงานที่อิสราเอลได้อีกครั้งเมื่อสถานการณ์คลี่คลายลง ขณะเดียวกัน ทางการอิสราเอลก็ให้ความสำคัญกับการทำให้แรงงานต่างชาติเดินทางกลับมาทำงานในอิสราเอลได้อีกครั้ง โดยเฉพาะแรงงานไทยซึ่งมีความสำคัญเป็นอย่างยิ่งต่อภาคเกษตรกรรมของอิสราเอล และมีส่วนสำคัญในการช่วยขับเคลื่อนเศรษฐกิจของทั้งสองประเทศอีกด้วย” ปลัดฯ ไพโรจน์ กล่าวท้ายสุด
On October 19, 2023, the Permanent Secretary of Labour, Mr. Phairoj Chotikasatian, spoke about the progress of Thai workers affected by the unrest in Israel and have returned to Thailand, who are concerned that they will not be able to return to work in Israel again. He received a report from the Minister Counselor for Labour at the Royal Thai Embassy in Tel Aviv, Mr. Kitthana Srisuriya, that the Labour Department met with the Director-General of the Israeli Population and Immigration Authority, Mr. Gyal Siso, and Director of the Foreign Labor Administration Division, Ms. Inbal Masshash, to discuss the return to work in Israel. The outcomes of the discussion are as follows:
The first group is Thai workers who have worked for five years and three months and have returned to Thailand due to war conditions, including those who returned to Thailand 3 to 4 years before the war. This group can return to work in Israel under certain conditions. PIBA will discuss this further with relevant agencies, including the Thai Ministry of Labour.
The second group is a group of Thai workers who are in Israel without a visa for not more than five years and three months and will extend their visas until November 2024, including those who are about to complete their contract of 5 years and three months but not later than April 2024 and are still in Israel. For this group, PIBA will extend their visas for another year. PIBA is in the process of preparing to announce further details and requirements. The Ministry of Labour will inform Thai workers of all the details again.
“I ask Thai workers to relieve their worries about returning to work in Israel. The Ministry of Labour will work closely with the Israeli authorities so that Thai workers can return to work in Israel once the situation has been resolved. At the same time, the Israeli government is giving importance to allowing foreign workers to return to work in Israel again. Especially Thai workers, who are very important to Israel’s agricultural sector, playing an important role in helping drive the economies of both countries,” concluded Mr. Phairoj.
